**Three grace strikes for one-liner offense and two grace strikes for post deletions are allotted. Repeating offenders (once obtaining enough strikes) would be prohibited from posting in Konoha for one week. Continued offenses or any attempt to undermine the one week punitive measure will result in a permanent booting from Konoha.


Temporary Suspensions
Jin Shirosin - Suspension for breaking rule 1 of the village and rule 6 of the guild. In addition, the Crew has unanimously voted on a guild warning for behavior ruled by antagonistic motivations, as well as utter disrespect of the whole Crew.

The Winged Guardian, NinjaSamurai360 - The violations should be pretty clear. The Winged Guardian - acting without clearance as the Crew discusses the issue. regardless of what your Kage teaches you, receiving no response does not equate to permission to act.

Ninjasamurai360: You should have received a notice from Tairu Khime that the Crew has opened Takeshi as a target. Meaning, your character is no longer protected by the standard guild insurances on RPCs. No matter the timely fashion or not he has delivered the message, the issue at hand is your unauthorized NPC use which is notably a privilege specifically reserved to the Crew or local Kage to handle plot as they see fit.

Since the Fuu acts to contain the chakra taken from villagers and prevent that barrier powering source from dissipating into the environment, Byakugan is useless as this situation is a chakra-filled forest. Even in the context of a Hyuuga whom left long ago, notably the Fuu system was only made around a year and half ago in RP-wise storyline terms. Meaning, even if the "nuke-nin" Hyuuga case is justified, there is no justification for a "chakra heavy interference" of Byakugan to allow her to even act as a proper guide for Takeshi.

(The timeframe the Fuu was set up also makes her inadequate a guide since she did not have the privilege to gain the Fuu blueprint as one of the "three most trusted" clans in Konoha. Even among those clans they are not stupid to give village secrets to just any Hyuuga, Senju, or Uchiha and only obviously trusts a highly closed circle.)

Therefore, you will also be handed a guild warning for a) unauthorized NPC use, b) roleplaying without profile stats (as clearly this is a case which calls for complete stats to be given despite your terming of "NPC" -- should my assistants decide or be given the instruction to retaliate), c) attempting to fabricate a shabby at best reason, and d) your obsessive belief that you are the second coming of Sasuke Uchiha and is a thirteen year old capable of escaping Hunter-nin squads.

Keep in mind receiving three guild warnings equate to a guild ban.

For all the reasons above, the Crew collectively is rendering this event illegitimate. Therefore, should either of you continue to insist on pursuing this event, guild bans will be enacted.

Primary Cell Info - The Basic Genin Squad: Graduation rate is all up to the students' efficiency and of course, the availability of the Academy teacher(s). Cell placement likewise depends - for example, if there's an even number of students, there will be at least one cell of four. Students are chosen based on their Genin Exam scores (usually done in this order: the highest, second highest, and the lowest scorer are placed on the same team). Squad leaders depend really on availability. It will not be uncommon for inactive squad leaders to be transferred away.

Platoons: Due to the ongoing war Chuunins and above will not be working in the usual squadron formation. Higher-ranked shinobi will be assigned to platoons and from there further broken down into teams for specific missions. Separation of platoons is not based on skill sets of the shinobi in them, but rather as a method to cycle ninja from offensive to defensive operations. A platoon consists of usually at least 10 Chuunin and 5 Jounin.

Honorary Titles / Codename / Team Naming: Generally, Chuunins and above could visit the Hokage to formalize their village title (e.g. "White Fang", "Beautiful Green Beast", and "Yellow Flash" were famous ones from the canon). ANBU members formalize their codename upon joining the force. For a Jounin squad leader, his Genin team will take after his/her formal title (e.g. "Team Yellow Flash"). For a Jounin/ANBU cell, they will either take after the squad leader's honorary title, or in the case of ANBUs, their leader's ANBU codename (e.g. "Team Zero").

Ninjutsu

Kage Bunshin no Jutsu (Shadow Doppelganger Technique)
Description: Unlike the normal Bunshin no Jutsu (Art of the Doppelganger), this Jutsu does not create illusions, but real bodies of the user. The user's chakra is evenly distributed among every clone. This could be very dangerous if the user is low on chakra or makes too many clones: like with Tajū Kage Bunshin no Jutsu (Multiple Shadow Clone Technique). Kage Bunshin can't be detected by Byakugan. This is because the clones are real bodies with real chakra circulatory systems, identical to the user. Though Uchiha members claim they could tell the difference, the real one also cannot be detected by the Sharingan. However, they can keep track of the original's movements. Because the clones are basically real, they can perform Jutsu and real damage on their target, and can take some hits themselves, being even able to bleed, although they'll still disappear when enough damage has been done, which is usually after one blow or fatal attack. Since the clones are exact replicas of the user, one can use them in combination with many other techniques.

Hiraishin no Jutsu (Flying Thunder God)
Description: This Jutsu was created by the Fourth Hokage and was the reason behind his nickname, "The Yellow Flash of Konoha". It allows the user to move over large distances with ultra-high speed. Although it is often compared with the Body Flicker Technique, the speed of this Jutsu is much greater. In principal, it is similar to the Summoning Technique, but instead sends the user somewhere else rather than bringing something to them. Additionally, it makes no noise and produces no puff of smoke, thus allowing the user to appear behind someone unnoticed.

To activate this Jutsu, the user needs a special seal or "Jutsu formula" to mark their destination. After this is done, the user enters a dimensional void that almost instantaneously transport him or herself to that location whenever he/she chooses from then on. The Fourth applied the formula in advance to weapons such as kunai. It is also possible to leave a formula in an area touched by the user, such as on his/her opponent or some other surrounding feature.

Furthermore, if an object marked with a Hiraishin seal touches the ground, the seal's owner will immediately know the position of everyone close to the object. This technique also possesses surveillance purposes as the owner of the seal can continuously sense where anyone is as long as the seal is on them. No matter where an opponent is, they can arrive directly to that location. The Jutsu is also very unique because it requires no use of chakra, due to a special secondary seal that emits the same chakra as the user, allowing them to have an instant connection to the area.

This is one of the few known non-Kekkei Genkai techniques created that the Sharingan/Byakugan cannot follow and cannot copy. It is because of this technique that Konoha came out victorious in the Iwa-Konoha battle during the Second Great Shinobi War. After having his subordinates toss marked kunai randomly into the enemy ranks, Namikaze Minato used the technique to appear within their ranks, using the great speed of this Jutsu to seemingly appear to be in several places at once and wipe out entire squadrons one by one in moments before they could even react. The Japanese name Hiraishin is also the phonic of the Japanese word 避雷針, which means "lightning rod".

  • Used offensively only in combinations involving Taijutsu. If only the user is present for the reverse-summoning ceremony, Hirashin combos are limited then to the number of the user's attack turns (how many special kunais that can be thrown per turn). If more people are present, each seal kunai they toss would be considered an attack, regardless of the user's original attacking capability (attack turns) at that level.
  • Instead of the normal DC for melee attacks, Hirashin combos uses 1d20 + Attack Ranged to determine if the attack hits or not (unless it's placing the seal onto the target, which uses melee attack). If more people are present to assist in the reverse-summoning ceremony, then each Hirashin combination uses the first of each shinobi's Attack Ranged (the throwers of the kunai).
  • When used for teleporting to and fro, the seal kunai may be either left with a person/site. If it is thrown, the user would know that the reverse-summoning ceremony is "cast". Finally, there is a way to leave a temporary seal on the opponent itself that would last for one RP day. The user in this case would mark the opponent with a connecting strike (Taijutsu roll) and must pay the respective cost to create the seal. Only then are the seal kunais not necessarily required to be thrown for the ensuing reverse summoning ceremonies.

Kuchiyose: Edo Tensei (Summoning: Impure World Resurrection)
Description: Kuchiyose • Edo Tensei is a Ninjutsu technique which had been forbidden because of its dark nature. The technique involves the summoning of dead souls from the afterlife back into the real world. Normally Kuchiyose (summoning) involves the use of the caster's blood as compensation for summoning, but Edo Tensei is different. The ninja will first sacrifice a living person to provide the vessel that the dead soul will inhabit. The dead body will then be encased in ash and dirt to resemble the soul of the person that was resurrected. When the ninja wishes to recall the souls, a portal will open in the ground and the caskets holding the bodies will appear. When the caskets open the bodies will be gray and in a state of minor decay. At this point the dead souls are able to remember their past life, but they are at the command of the one who summoned them. One final act will fully wipe out their conscious and make them under the command of the one who summoned them. The ninja will place a fuda (charm/tag) of some form into the head of the body. This will then give vitality back to the body and make it a pure killing machine.

When a portion of the dead body is damaged, the ash and dust will merely return and fix the damaged body part. The only way currently known to stop the resurrected person, is to utilize the Shiki Fuujin technique and remove the soul from the body.

  • If the user of this Jutsu becomes incapacitated, the souls will become wild and begin to attack any and all people, including the downed user.
  • The resurrected soul has all the same stats as it did upon death, except HP which is infinite.
  • Complete destruction of the body and removal of the tag is the only other way to destroy the body. If the tag remains in touch with even one part of the host body, the body will continue to resurrect.

Omote Renge (Front Lotus)
Description: Omote Renge is a Taijutsu technique which was forbidden due to the strain it puts on a ninja's body. By opening the first of the Celestial Gates, the Initial Gate, the shinobi is able to release the restraints in the brain and push the body farther. Most obviously increased is speed and power. To utilize the Omote Renge, with a quick dash the user is suddenly below the target and a quick upward kick sends the opponent skyward. The user follows up by propelling into the air and places his or her chest to the back of the opponent. The user then wraps his or her arms tightly around the opponent to prevent escape. As the pair begin the fall back to earth, the user begins to spin downwards at a high rate of speed, driving the opponent head first into the ground. At the last moment the user jumps to the clear. Though the technique injures the opponent, it also takes its toll on the user as well.

Ura Renge (Reverse Lotus)
Description: Ura Renge is a Taijutsu technique which was forbidden due to the strain it puts on a ninja's body. To complete the technique, the user must open three of the Celestial Gates. By opening the first of the Celestial Gates, the Initial Gate, the user is able to release the restraints in the brain and push the body farther. The obvious increment is in speed and power. By opening the second gate, the Heal Gate, the user temporarily increases stamina. With the opening of the Third Gate, the Life Gate, the user's body turns a shade of red and he is able to perform the Ura Renge.

To utilize the Ura Renge, the user quickly moves beneath the target and kicks them upwards. While in the air, the user will then pummel the opponent with high speed Taijutsu attacks to weaken them. Then at the apex of the attack he or she will strike the opponent in the chest and send them towards the ground. The user then moves in close to the opponent and does a hard downward palm strike to their chest causing them to crash into the ground with massive damage.

Infuuin • Kai (Secret Mark Seal • Release)
Description: Infuuin • Kai is a Fuuinjutsu technique, developed by renowned Godaime Hokage Tsunade that allowed her to use the Souzou Saisei technique. Over a period of time, Tsunade focused and built up chakra in the seal mark on her forehead. She would then use Souzou Saisei to disperse the seal and allow the stored chakra to pump back into her body.

  • This Jutsu will take a full 30 real life days to gather up enough chakra to use as a full heal. If it is used before that time, it will only heal for 2 times the amount of chakra in it.
  • A user can only store up to 20 points of chakra into the seal per day.
  • The technique Souzou Saisei must be learnt in order to receive the benefits from this seal.


Souzou Saisei (Creation Rebirth)
Description: Souzou Saisei is a Ninjutsu technique developed by the Godaime Hokage Tsunade. It was said this technique would prevent Tsunade's falling in battle. Over time Tsunade would concentrate chakra to a seal on her forehead that takes the form of a diamond. When she released the seal on the Jutsu, the chakra dispersed and stimulated the proteins of her body to increase the speed of cell division and reconstruction of cells. This allowed her to recreate all organs and tissues. The technique itself does not regenerate the old cells, but instead hastens the creation of new ones through division. Unfortunately a body's cells can only split a certain number of times in a lifetime. By speeding up this process Tsunade actually shortened her life. She may not have died in battle, but she could die by speeding up her natural lifespan.

Special: The user has a permanent penalty of [Hp gained/5] to their Hp after every usage of this jutsu. This must be marked clearly on the profile.

Shiki Fuujin (Dead Demon Seal)
Description: Shiki Fuujin is a Fuuinjutsu technique developed by the Fourth Hokage. A variation of this technique was used to seal the Kyuubi within Naruto. This technique was taught to the Third Hokage who later used it in battle. After calling forth the Shinigami (Death God) with the proper handseals, the user will hand over their soul in exchange for the Death God removing the soul from his target. The ultimate sacrificial jutsu, this technique can be used also by a Kage Bunshin, but the Death God will still remove the original caster's soul.

With the Jutsu activated, a spectral form of the caster will appear in front of the Death God. The Death God will push his arm through this spectral body, and the arm will extend from the chest of the real caster. This forces the caster to be close enough or grasping his target. The arm will reach out into the body of the target, and draw their soul from their body. If the Death God is unable to remove the whole soul because of the near death of the caster, it can remove its knife and merely slice off a portion of the spectral form's soul to consume. This will render the target's corresponding body part dead and useless. The soul portion removed will then be sealed within the chest of the caster. Both the soul of the target and the caster will never pass into the afterlife. They will be condemned to suffer in the Death God's stomach for all eternity, locked in a hated combat, never to escape.

Special:
  • When using this Jutsu, the user must have successfully held his opponent in a grapple first.
  • Only solid bunshin can be used for this Jutsu, and they can only be used if the bodies of the targets of this Jutsu are lower ranked than the target.
  • The user will die at the end of this Jutsu, regardless of whether he uses a Bunshin or not. The death cannot be reversed by Chikatsu Saisei or any other resurrection technique.
  • The user must succeed on a d20 + 1/2 Fuuin Jutsu against the target's d20 + 1/2 Str mod + 1/2 Wis mod 5 times consecutively before the Jutsu is successful. Any less will result in a body part being rendered useless.


Note: Copies of public techniques exist both within and outside of the Hokage's Scroll (except village specialty techniques and Kinjutsu which are listed here and are only available in the Hokage's Scroll itself). Traditionally, every Hokage is expected to add on to the Scroll of Sealing.

In order to learn village specialty techniques and classified Kinjutsu, please visit the Hokage Tower to obtain permission to see the actual Hokage's Scroll. In choosing to learn Kinjutsu, villagers are specifically limited to the above mentioned techniques and will have to travel to other villages to learn any other Kinjutsu.

2. Village Security System and Defense Mechanisms
Rules on entering/exiting the village.


The Fuu System

Though Konohagakure (compared to other shinobi villages) is far from hidden except by the great forest that surrounds the village, they have instead adopted an advanced Fuuin system for security. The present-day Fuuin system inherits many aspect from the security system during the days of Rokudaime Hokage's youth, though recently, after the betrayal of the nomad families and carefully reviewing both historical and current events, the Senju clan had decided that such ancient mechanisms were by far from adequate to protect such a large village and have such thus added additional measures. It is a closely guarded secret from the village where Senju had set up the "seal golems" - at least the village is convinced the Fuu system is still entirely dependent on them. They do not know, however, that the Fuu golems they are familiar with now have only the purpose of acting as traps.

The general mechanisms that presently defend the village is actually quite simple. First are the Sensory Seals that surround the village, which instead of applying on the Fuu golems of old, the Senju have instead moved the network to entirely underground, allowing the roots of Mokouton instead to weave the sutra patterns. This is maintained by six "stations" around the village's border, each nicknamed "provinces", and here is where Senju Fuu masters rotate shifts, as they are the only ones able to connect readily with nature and thus so the products of Mokouton Creation. In this aspect, each station is in charge of sensing intruders that come in any given divided province. With brand new technology such as improved radios, communication is also made easier between the six stations, so if any one station enters "alert" mode, the other five can very quickly receive the notice of an intruder and have the whole village on a lock-down. Before each station is also where sentry members are positioned. They work closely with the Fuu masters whom maintain the sensory barrier. This is especially instrumental, because, it is only in this way that the Fuu masters and the military orders can work together in successfully repelling foreign invasion.

The form of the underground network is further protected by what is termed as "golems". There are in total three hundred and sixty one of them in number, like the chakra system of a human being, and they are actually big mineral-like knots attached to the roots where the Senju clan had sealed in chakra. These are actually crystallized chakra, similar to the original famous Senju necklace. If damage is incurred to the underground Fuu network, the "golems" are set to release chakra into the roots, allowing it to quickly regenerate itself. The "golems" itself regenerate from the vast pools of natural chakra the "tree" essentially gather from the surrounding landscape and collects in the hollow spaces of the roots. It is predicted that beside the main number of "golems" there are smaller chakra collection ducts as well. These are different than the above ground Fuu golems, which are really only booby traps.

The purpose of the root network isn't just for the sensory barrier. The intricate Fuu network also serve several other purposes. By sealing the space it surrounds, because the Fuu network encompasses to the border of Konoha forest, essentially the space that the Fuu network protects is separate from the outside space. This effect amplified by a Restriction Seal curbs any dimensional warping attempts, such as in the case of summoning or summoning into (entering by time/space teleportation techniques) the lands of the forest and village. This means with how Fuu usually works that although the roots mark the area, the Fuu barrier itself includes the airspace above.

While this severely debilitates travel with time/space techniques, the people of Konoha manages by both the more traditional forms and methods of travel. By cutting the village from real space, any summons who tries to enter Konoha would be forcibly retreated to whatever dimensional realm they originally came from, their ties to this world severed by the Fuu. Thus this method buys Konoha more time in times of invasion, in both that summons and reverse-summoning techniques are cut out of the equation.

Because of the complaints from many Konoha shinobi, Senju continually revises that seal, and have recently moved the restriction to only boss summons (basically large scale dimensional warping). Thereby, summoning weapons or calling forth smaller partners is still possible. They have limited the definition of "large scale" dimensional disturbance to the size of about the average human toddler. Because Henge does not change actual body-mass ratio, there currently has yet to exist a method to trick the standing system.

The next in introduction is the Guardian seals. The underground Fuu method's presence, like for the extension of the Rejection Seal, also forms a sort of natural barrier due to the cut space but for a different purpose. While it is not effective in wholly dissipating damage, it can absorb up to 25% of the damage rates aimed to destroy the land. While buildings and exterior landscape is not essentially spared, the idea is to protect the underground Fuu system first and foremost, and hence the Deflection seal's purpose is to protect the land and the land only.

The other series of Guardian Seals, effectively termed Protector Seals, are five in number and based upon the Senju's concept of an elemental transmigration roulette board. These are elemental seals, designed for quickly trapping and limiting damage caused to the land by Ninjutsu particularly unfriendly to Konoha's environment: a fire trapping barrier that quickly seals up an area that is affected and allows the fire to burn out only there, a lightning channeling barrier that directs the energy into being absorbed by the land, a wind containing barrier that "seals" drafts into passing only in certain levels of the atmosphere to prevent those hoping to create hurricanes or other similar violent storms (this ironically ended up being unintentionally devastating Hyouton as well, because such techniques are balanced by the Wind affinity), a water draining seal that allows the forest and land to seal in the water into solid bedrock, and an earth stabilization barrier that crunches down damages from direct attacks to the land -- to 50% effective destruction power besides containing assaults to the environment in one place. While the Guardian seals are for below-ground protection, then the Protector seals are for above-ground protection.

Both sets defends the land.

The Azure Pavilion Method

As boss summoning is out of the question, the Senju had to find a method for a vast defensive mechanism that protects the people (not just the land, this time). Juugodaime Hokage suggested that they modify the Fuu "golems" in the underground network, since otherwise the Senju were the only ones capable of acting as an intermediary while other people cannot directly utilize natural chakra. The forest itself, then, floods the body of the wounded with chakra and allows the converted chakra to be used to restore the lost lifespan of the wounded one's cells. In turn, this would briefly accelerate healing - but only enough so.

Effect: Because the span of this method was designed to encompass a large area, the effects of healing is also much less substantial. It does however ascertain that on Konohagakure grounds or the immediate surrounding forest, an injured person's Hp would remain 1 irregardless, keeping them alive until they can receive proper medical care.

In Summation
Entering the forest...
- From then on you may not summon large summons (bigger than a ~five year old human child), irregardless if you are going by foot or air.
- You will not be able to use time/space based techniques to transport directly into Konoha village. Instead, if you do that, you will be at the border of the forest, thus making you have to formally pass the seal borders.
- Formally passing through the seal borders alerts those taking care of the Fuu barrier of a breach.
- No one, Konohagakurian or not, will ever die of wounds on Fuu grounds. Their Hp will at lowest drop to 1.
- A barrier covers a certain height of aerial space as well.

Here are where things get a little messy. The "type 1" Fuu golems are basically crystallized chakra but "type 2" Fuu golems are basically those holding latent Genjutsu or Fuu casts. These golems thus have been nicknamed by some Konohagakurians as "modified doppelgangers". While the golems are only capable of performing it once, thus demanding to be replaced daily, it is rather an unfortunate surprise for unwary visitors. Konoha might not have formal traps, but these can be considered just as bad, if not worse. Here's how it works...

- Because of the reverse-summoning rule, irregardless, all visitors still must make 1 RP day worth's of travel post in the forest. On ever odd numbered post (the first one including), one must roll 1d4. If the number is 1 or 4, this determines what field category the trap golem is.

1=Genjutsu trap
4=Fuuin trap

**The Fuu traps will be listed in Konoha's above Hijutsu thread in red before further explicated down here. As for Genjutsu traps, roll another 1d4. They would either be (with detection and escape DCs listed respectively)...

1=Illusion Bell Needles DC 30 | DC 45
The golem looks like harmless crystal shinto bells hung on tree branches. Odd, though they don't ring even in the wind, they seem to be producing a sound...
2=Sly Mind Affect Technique DC 50 | DC 65
It looks to be a harmless white pebble on the forest ground but it actually links the beginning of a looped area.
3=False Surroundings Technique DC 70 | DC 85
Something is definitely wrong. Have you strayed from the path? The trees are beginning to look rather ghastly, with strangely carved faces. Is this Konoha's idea of a good humored joke?
4=Double False Surroundings Technique DC 80 | DC 90
It's strange. Ever since the time you entered the forest...time feels a little...slow...?

Note that as Genjutsu aren't broken on contact any longer, self-inflicted physical pain only adds on to helping your escape DC, not a guarantee.

**note: For now, please consider a roll of 4 as also a Genjutsu golem trap.

Exiting...
If you are not guided by a Hyuuga, Uchiha, or Senju of the village then you have to roll on the way to get out too. That means 10 posts of traveling. This means Konoha legal residents are also NOT exempt from needing a guide who can tell where the traps are.
