Doubt
A kingdom ravaged by evil, the king sitting on a throne, the center his once golden room now shrouded in darkness.
As king holds onto his fleeting humanity he surveys the room before him the chamber holds a hundred doors each leading to the king's deepest fears and greatest fantasies.
He chooses a door that leading into the deepest recesses of his mind, but the once familiar paths have since grown obscure and changed into the shadowy labyrinth he is now lost in.
As the king walks through his former sanctuary, the evil rips away more and more of his humanity the creature he is becoming starts to take form, a beast ruled by uncertainty and fear.
As the king wonders through his domain, the evil becomes stronger, his fantasies fall apart, his dreams become twisted.
The doors that once locked away his fear and caged his inner demons slowly fall open, each running rampant, shadowing the king and feeding the evil.
Now face to face he with the former voice of reason, a creature who no longer makes decisions based on logic or morals, but through fear of failure.
Lost in his own domain the changing king desperately tries to escape his fears, but all is lost unless he can defeat the evil, and the evil he must defeat alone.
The evil doing this lurks in the corners of every human mind, it is doubt, the doubt of ourselves and the things around us.

So due to his doubt, the king lives a reign of inaction in order to rock the boat as little as possible while the people suffer, or he oppresses the people worse in order to retain his reign over them and aid in the squashing of his fear of being replaced/overthrown.
Neither of his choices are in the benefit of the community but rather the structured classes of his sovereign.
