Rules Are to be followed by everyone no exception for Kages:

1. Everyone starts in the academy unless I say so, even if your kage disagrees. I'm in charge.
2. If you have an issue with your village go to your kage first than me.
3. No God mod. By anyone.
4. Creation of Justu is not permitted until Jounin Rank. You must approve the justu with me as well.
5. Exams will be set by me
6. Tests other than the chunin exam are determined by your kage not by me.
7. Demons need to get my approval
8. you may not have full control of any bloodline until Special jounin Rank unless i say so.
