Spinarak, Ariados, Shedinja, Sableye, Kecleon, Shuppet, Banette, Duskull, Dusclops, Spiritomb, and Dusknoir learn it through level-up.
Grimer, Misdreavus, Ralts, Shuppet, and Spiritomb learn it as egg moves.

To answer your question, you get a Shedinja by evolving a Nincada into a Ninjask at level 20 while having one spot open in your party. After Nincada evolves, you'll have a Shedinja that appears in your party somehow. I think it pulls some kind of mitosis stunt. =P
Also, I got the information off of Serebii.net's Attackdex part of the site. I don't know where KuraiKitty got hers. I'm sure Bulbapedia and any number of Pokémon-related sites would have the info as well. smile
