Vampires

Basic rules
The Vampires which exist in this Requiem stay true to the basic Romanian Laws and figures. These Vampires are not the genre destroying vampires of the Twilight Series, and are not the self invented winged, happy, or even nice Vampires self invented by the weak of heart or the soft in mind. These are the cold-blooded, dead, inhumane heartless psychopathic killer Vampires which have existed in every major film and story until the late 1990's. I'm not entirely sure why there's been a sudden strike that Vampires must be nice, or kind, or 'green'. I personally attribute this diminishing idea that evil may reside somewhere, hidden, dark, and mysterious to the rising trend in Vegetarians, political activists, and the recent change in the Democrats usual blatant, southern, dark attitude towards all topics to the lighter fields which we view today. Obama may be a democrat, but what you don't know was that in 1861 the democrats seceded from the Union and started the first Civil War.
We are the Vampires who are evil, cruel creatures of the Dark, and I by no intentions mean to hold exceptions to that.
1. We cannot go out in the Light. We as vampires have gained control of ourselves and can handle the reflecting UV rays of both the moon and the Stars, but we cannot go out into Broad Daylight. UV rays will sear through our skin, turning it to ash nearly instantly, and twilight hours are extraordinarily dangerous. Even when the Sun is barely coming out is too much for a Vampire to bear. During these times, we must hide.
2. We do not bleed, breath, cough, sneeze, twitch, or do any of the normal body functions a normal human does (besides blinking). A vampire can blood, if their veins are slit, however they do not bleed if muscle tissue, organs, or bones are damaged. Vampires do not need internal organs, and if any internal organ is damaged except for the heart, then they can usually make it around okay with a minor amount of pain. Also, Vampires feel roughly 1/4 the pain of an average human.
3. Each Vampire has up to two special powers. Whether these are super strength, mind reading, or flying, most of the powers have very little to do with the elements. Also, the powers are strong, but they have limits that cannot reach beyond 10 times what a normal human can do (including telepathy, which supposedly can be mild in humans).
4. When we suck blood, our Victims usually die. We cannot make substitutes such as animals; and if we don't drink in a week we start to whither away. After 4 weeks, a Vampire will go into Torpor, or basically hibernate until blood is spilled within a 100 yard radius around the Vampire. At that point, the Vampire will have 30 minutes to act and drink the blood to repair itself or risk being sent back into torpor, and potentially found or caught in the light. It is by will that a Vampire chooses to make another Human turn into a Vampire, in which this case it secretes special enzymes into the human to transform them; which is usually and extremely painful experience and takes an upward to four hours for the full affect to occur. The potential Vampire must be drained of 1/10 of it's blood, and left to sit an extremely dark area during the transition, or they will die.
5. We cannot fake or imitate normal human motions besides blinking. Our reflections do not show in mirrors, and the only way to kill us is by destroying our head or heart. Even if all the veins are pierced, a vampire may use it's blood, or vitae, to reconnect it's limb by 'healing' itself. A vampire also must drink 5/10 of an average humans blood, or 2 quarts per week, in order to survive. Failure to do so will weaken the vampire by 1/4 of it's strength, of which it must drink some and repair or run the risk of running into Torpor. A vampire must also not drink from the same person or Vampire for more than twice per two weeks, or the Vampire will inevitably fall under the control of the Granter of Blood.
Setting

Romania, 2009, Transylvania. In the Country of Romania, nearly everyone believes Vampires exist, are quite aware of the methods of how to kill them; as well as aware of random worthless folk tales that do no harm. Usually on a regular system of roughly 10 Vampires per 10,000 people, an unusual spike in activity has grown. Due to a specific Cult of Vampires that went on Ritualistic Conversions, several thousands of vampires were created. Although these initial vampires who had produced a drastically higher amount of Vampires were executed, all of their Sire were not. Due to the feeding competition, and the potential Risk of being exposed, the 100 Vampire per 10,000 people population is now being eradicated by Several Stronger, more advanced Vampire. The race is on to eliminate as many enemy Vampires as possible, and continue feeding along the way...
