The only real benefit the law has is if you get caught. Then you are arrested for whatever then they didnt give notice so thats a 2nd law broken. Then again people who commit these crimes usually do so with the intention of not getting caught.

Should make it a felony not to report it.
Then all crimes would be felonies and they'd get a worse sentence.
