Kirin Thunder Tails for some reason were a royal pain for me. I fought the Elder Kirin about 15 times and didn't get a single thing (I did get enough materials for the Kirin Armor xp ) The first time I fought the Low Rank Guild Kirin... I get four. The next time, two.
From my experience the High Rank is best but you can also try the low rank guild Kirin.

I allways tought blue kirin horns were the hardest thing to get. every time i finish a kirin hunt (Even the upper rank one) I allways got a normal horn gonk
