After you achieve the national dex, look at the only T.V. in the Old Chateu, but he can only be found between 22:00 and 4:00. The Old Chateu is a "haunted" mansion near the east entrance of the forest. You will need cut to get there. (I won't think that'll be a problem if you already have the dex.)

it is the same with platinum but you can get him once you get cut.
don't worry if you kill him he'll be back the next day.
