This section will be a vote on if the Special Ops can affect city reputation.
City reputation works alittle something likes this...

This shows that your Main RPC ( Role-playing Character ) will be wearing the Special Ops gear. You can't use your other weapons and your powers have been down-graded to a minimum. Meaning you can't use them for attacking. You could but it would only make a stun attack.

This is an example of reputation points.
Reputation points is like team score.
Everyone has an effect on it and it can be a good thing or a bad thing.
The picture above represents me assassinating Jet. This has lost me reputation with his city and now his and my city are below the neutral line.
The reputation bar is represented below.

This bar is going to be simple numbers. Although it stops at three, the real-deal is 100 points. This just shows an example.
The bar at the moment is at neutral so it wont do anything.
Let's cause some havoc. Let's say I killed or fought against in with aggression against Kuro.
That means I lost a point in the reputation meter and now it is below neutral. This means the city doesn't like is that much. But they don't HATE us either.
Mostly would look like this:

Now what if we BOMBED Kuro's city to receive a payment from another?
* That's right, you can send jobs to other cities to do a mission. *
Then that means, while they don't gain or lose reputation, we lost alot of reputation and now we dwell at the bottom of the list.

This means that Kuro can call a war between us. * He has the choice. *
If he does, it works like this.
Each side will have an equal amount of members attacking one another. These members will fight as they please until one surrenders or fails.
The loser has to give away one of their primary weapons
and can't fool around with reputation for a week.
This adds an automatic point to good reputation just to keep a war from happening.
* From the real 1-100 scale, it would be 10 points. Leaving 90 bad points left still. *
Primary weapons are the weapons already in stock for that army. Each city and their Special Op soldiers have a selection of weapons. However, if you are in a city with someone, you have the exact same weapons as they do. You can only carry two primary weapons with an RPC. However, you have a limitless stock on containing weapons.
Now, if I gave a present to Alureah's city, I would gain some reputation points. Not alot but some.

Now then, what if I helped her city from an invasion from another city?
Even if we lose, we get alot of points.

If the bar is all the way up, this means that not only can you both share your weapons BUT you can fight with other cities against a city.
Meaning Alureah could help me in my battle with Kuro if she wanted.
This wouldn't mean she would lose points, however, considering she is acting as my guest.
BUT!!! If the owner of a city fights against a city of the same moral, that is automatic reputation point lose considering moral cities are connected by meaning and ideas.
The cool thing about having bad reputation is receiving two weapons during a war. * Get your own and steal one of theirs. *
Not only that, but you can get hired to do missions or just do missions to earn weapons for your army.
The cool thing about having good reputation is having someone to back you up and having a larger stock of weapons if your sharing.
The only problem is that:
A. You can only gain weapons FOR YOUR ARMY by war. Operations not involving cities will mean that only that soldier will have the weapon.
Both main RPC and Special Ops RPC.
B. The point is to have a friend to fight with but it varies from how many people they have and they can only send in the leaders and 3 of their own soldiers to fight with you.
C. No war means no point in having back-up.
The bad thing about bad reputation is:
A. No allies means less chance of winning.
B. It will be harder to have weapons since your not sharing with a group.
C. All conversations and actions are based on reputation. A fight loses
some reputation and such. This will usually make enemies to the
people in that city.
Reputation applies to all cities and are linked with other cities.
If I attack Jet, me and him both have the same amount of lost points with one another.
