The barracks were designed by Jouju the captain of the Division.
Each room within the barracks comes with a certain amount of raw
materials. The comfort of the shinigami staying in the barracks depended
on how well they could make, create and build things from supposedly
'nothing'. This being a very good test for the shinigami, as strength and
fighting skill aren't something this division pry upon. (Although it helps
having those) Intelligence, and craftsmanship was the key to success in this
Division.
