I figured since I was confused about how all this works, and I'm the captain... Yeah. I can't be the only one who is confused. Here is my attempt to explain how it works. If you have any questions not answered here, check out the FAQ. If your questions still arn't answered, send me (or one of the Mods) a PM, and we'll see what we can do.

The World so far consists of one continent with four 'countries', one of which is broken down into four nations. For simplicities sake, I'm calling the Underground a country, even though technically it isn't. For further information, check out the 'The World' announcement.
The Time is part of what makes this RP so damn interesting. And confusing.
At the beginning of the RP, there will only be one 'time'; called 'Day Zero'.
This day is the day after the summer solstice, and the beginning of the story. As it says in the rules, each RPer only gets one character per 'day' to start with, with various restrictions to NPC usage.
Once the story progresses a bit, we will open 'Day One', which starts 5 years to the day after 'Day Zero'. Confused yet?
Not only will people be permitted to make new characters for this new 'Day' (again, only one per 'day'), but those who have proven themselves will also be permitted the use of 'time travelers'. Time travelers may, for various reasons, go back and forth between the two times-- with restrictions of course.
As of now, time travelers may be pre-existing characters, or they may be new characters created specifically for that purpose. This may change, but at the moment, when 'Day One' opens, it will be possible for a person to have as many as three regular characters. This may change, depending on how things play out, and this paragraph (and the rules) will be changed accordingly.
The Story is another slightly different aspect of this story. While your character is permitted to have a back story, it MUST be consistent with their country of origin. For example, a person from They will not recall their back story, while somebody from Phoenix will.
If you arn't consistent, myself or one of the Mods will call you out on it. And remember, what we say is LAW.

Member Rules: 1. One (1) PC (Player Character) per 'Day' per RPer. 2. NPCs (Non Player Characters) are allowed but may only remain for a maximum of 3 turns. They are permitted to show up later, but there must be a break of 3 turns between appearances. Another RPer may RP that character if need be, but they are only allowed to use that character 3 turns, and so on. 3. If you plan on doing something which will dramatically effect another players character: WARN THEM. If you wish to use some aspect of another RPers character, such as that character's past or future, you MUST ASK PERMISSION. If you plan on killing somebody elses character, you had better ASK PERMISSION! No exceptions. 4. If you have plans which will affect the world (ie: blowing up the Phoenix Palace) you must run it by the Mods first. We will vote on it, so make sure you tell us WAY ahead of time. If your idea threatens our plans for the story, it will be turned down. 4. No godmoding, no auto kills, no mary sues. 5. Respect me, and the other Mods present in this RP. 6. Three strikes and you're out. No ecceptions. 7. Do not make a topic without asking a mod first. I WILL ADD (or remove) RULES AS I SEE FIT
Time Traveler Rules: To be minded in conjunction with the above, and clerified at a later date. 1. 2. 3. 4. 5. 6. 7. And as always: I WILL ADD (or remove) RULES AS I SEE FIT
