lol Yeah. Anything dealing with contacts, hair colors, tattoos, piercings, etc is all up to you because that's your body and your personal choice.

Not to say that sometimes one thing or another may or may not look good on you but no one's going to stop you from dying your hair or anything.

There are girls like Crazyspork_i_am on Livejournal who always have her hair in crazy colors and it always looks good on her and with her outfits. She even has it rainbow-colored at times and it always looks gorgeous.
