I kno what you are thinking. Quincies dont have a ranking system and your right but im posting this so everybody wont be over powered with quincy abilities. Cause as you know there are many and they are strong. So here is how you will be able to gain those powers. Every new quincy will start off with 3 techniques and as time goes by you will recieve a pm granting you another technique that you will add to your profile.
Below are the techniues you will new quincies will recieve.

3 Free Techniques

Hirenkyaku- Similiar to the Shinigami Flash Steps or the Arrancar Sonído, the Quincy Hirenkyaku allows the user to move quickly over short distances

Reiryoku Absorption: Using spirit particles around you to make your quincy bow and arrow with the help of the quincy cross item.

Reiryoku Manipulation lvl 1: one can manipulate spiritual energy for offensive purposes. They most commonly reshapes spiritual particles into various types of bow and arrows

Now below here is the list of all the other techniques you will recieve as time goes on.(not in any particular order)

Other Techniques

Reiryoku Manipulation lvl 2: You will be able to manipulate spirit energy to creat not only bows into forms of swords or explosives.

Ransōtengai(heavenly wild puppet suit)- this is a high level technique that allows the user to control their body parts using strings of spirit energy controlled by their brain, forming lines or strings out of countless spiritrons. By using this technique, the user can control their body as one would a puppet, allowing them to move freely despite paralysis, broken limbs, or any other force that would impede normal movement

Curve Arrows: You will be able to curve up to 3 arrows at ones using spirit energy.

Quincy Final Form: The Quincy Final Form gives the user a tremendous amount of power, but at the price of their powers upon it's completion. You will not be able to resotre you powers until a week later after using it. During that time you make ask another quincy to train you in the Kurakara Hospital. (Have to have the Sanrei Glove to use)

There will also be items your can reviece as time goes by. sometimes you maye recieve an item instead of an ability.

Items

Hollow bait- This item is a small, coin-shaped disk that attracts hollows when crushed. With a comination of this and high spirit pressure you may attract gillian class hollows. Like Menos

Sanrei Glove- increases a Quincy's power exponentially(by alot). The glove works by scattering the spirit particles in the surrounding area, making it much harder to form a working bow. If a Quincy can summon a bow and use it for the required amount of time, they will have undergone a massive increase in power. When removed, however, the glove will release the user's energy all at once - first transforming them into a being of tremendous strength, the Quincy Final Form, and then forcing their Quincy powers to gutter out completely.

Seele Schneider- The Seele Schneider is a thin sword that can be fired similarly to an arrow. It's much longer than a standard arrow and functions something like a chainsaw: the spirit particles of its blade vibrate at ultra-high frequencies, loosening the molecular bonds between any spirit matter it cuts so that the Quincy user may easily absorb the freed spirit particles
