I'm uncertain if there's a name for such a painting style, but this can be produced using multiple layers in photoshop. Judging from the lightning and colour, the artist seems to be applying strong techniques similar to this tutorial.

the style is anime, because its one piece the colorin is photoshop, colorin in layers, similar to oil paintin tecnique

The style of art is called expressive art. Expressive art is when the artist takes the characters an enlarges and shrinks portions of the character's body to create an expression and tell a story with their art.
I had a class that went over different styles, types of art and illustrations that are used in children's books. It was a cool class. I got to create a children's book for my final project.
