This is the Hokage's personal tower. This is a large, and the one of the most important buildings that stands near the Hokage mountain side. This is wear the Hokage takes care of personal issues that involve the future of Konoha and its inhabitants.
This tower contains a large conference room on it's second floor,. On top of it is where all the important documents are being kept, it is also where the Hokage's office is.
This place is very closely guarded day and night, and even though the Hokage spends most if not all of his/her time here, this tower is not his/her home.
On the first floor is where all the paperwork is sorted before it is taken to the Hokage. Genin are sometimes brought there to help out with all the paperwork as part of their training.
For missions, this is the place to look.
