Vivi. If they're not using equipment, Vivi can learn Reflect, but Lulu needs something equipped to use it. With equipment, still Vivi, because it's safe to say they'll both have Reflect, and Vivi has the ability Reflectx2, which makes his spells twice as powerful.

Well, in IX, you need the equipment at first, but after a while of wearing the equipment, you do learn it, while in X, you always need to keep it equipped.
