This is not only where the Otokage's office is found, this temple is also the Otokage's home. This is also where the Satoosa live with their families.
The temple itself is huge and carved in the rock at the back of the village. It was said about it that it is so big that it would take a lifetime and you will still be unable to explore the entire building. Inside the building there is a system of maze-like tunnels and corridors, it would be easy for someone to get lost in here if they didn't know where they were going.
Only the Kage, Satoosa and Jonin know how to successfully navigate their way trough the temple without getting lost.
Inside the temple there are many rooms that lead to certain death, that is why there are no guards required to roam this building.
At that heart of the temple there is a conference chamber as big as a football field where all the plans for Otogakure's missions and everything else are made.
Anybody wishing to get to the Otokage's office or home, or if they wish to speak to one of the Satoosa, or even just to go to the conference chamber or one of the many offices where paperwork is being sorted and approved/declined, to help out with what they can, they need one of the village Jonin to show them the way.
Genin aren't allowed here too often but it is not forbidden for them to come.
