Firstly, this place is for Chuunin rank characters and above. The Research & Development Center is a huge building behind the Otokage temple. This is where the Medical ninja will work on new types of medicine, food pills, healing ointments and techniques.
Basically, everything new that will be made by the sound village in the RP will go trough here first.
Also, if you need information on something you should come here (This applies for IC only, there are places for OOC information)
Regular Chuunin and above characters can also visit this place to work on their own thought of techniques, when you're making a technique you will need a number of lines to be successful.
Alright so here are the lines you need to post here in order to create a technique.
Rank E - 50
Rank D - 100
Rank C - 200
Rank B - 400
Rank A - 800
Rank S - 1600
Yes, I know they are a lot so don't go crazy over it. Also, keep in mind that a mod needs to approve the Jutsu you're making before you can start. Once it's finished it will be added to your secret techniques and to our Secret & Forbidden Jutsu thread.
