So I randomly decided to get a cash card XD and bought a Gouh Reed 13 Gen from the cash shop.
I want the swirly water thing, but when I go to equip it, its not there!
Will it change anytime soon so that I may get the water thing?

At the lonely end of the rink... I'm pretty sure you have to wait until the Gogh Reed goes through all of it's evolution stages before you can get that pose again. ...you and me.

but I remember that they made an announcement Gogh Reed had reached its finale

You have to buy its "Gogh Reed" With no gens for every thing, And you can look for the gen that has the swirly thing in the market place, Just search "Gogh Reed Gen" and fine what gen it is. You could sell your 13 gen and buy what ever gen the swirly thing is on if you want.

Yea the first gen. of Gough Reed got done. The rest probably still evolving to the final stage. Seeing it's the 13th gen. of the item you got, it's going to be awhile before it reach either that stage with the water form or the final. I don't remember if the Gough Reed evolve every single week in the past or every two weeks. But it going to be 12 - 25 (hopefully not that long) weeks before that gen. get done completely. But if I remember correctly I think the water form you are talking about is the 5th or 6th gen. not quite sure.
