The Keepers
The keepers are an organization that has been around for a very long time. Their major focus is to keep the quiet, which is to make sure that powers and other extreme alterations remain under the control of the keepers, or nonexistent, and always unknown to the outside world.
-They will do nearly anything to keep things quiet, including destroy their own. They consider it both for their own good and the good of the world that powers remain tightly controlled.
-They are always on the search for others who have developed powers, and have access to psychics and other various methods to hunt them down. When they find someone that someone is then taken. The taking is generally masked in different ways, be it as a basic kidnapping, a runaway, a faked murder, or in some extreme cases the new-found's family will have to be disposed of. For some of the new-found this takes place in front of them, some of the colder keeper's would call it initiation (while the majority of others frown on this type of behavior).
-The new-found are taken into the Keeper's Stronghold, a large, well hidden building. They are displayed for the council, and then categorized based on their powers, and sent home with the appropriate branch to be indoctrinated and trained according to the method's used in their specific branch's (some of the larger branch's such as the white, yellow and green have the new-found taught in schools, while the smaller branch's such as the blue and red would train in a more one-on-one apprentice style).
-Those categorized in black or gray stay with the council, to be further analyzed. At rare times they will take one of the black or gray new-found and train them for a seat at the council, the others are disposed of.
-Every five years the council holds a competition and series of tests for the new-found. Those who pass are placed among the keepers, replacing the depleted numbers due to deaths, etc. Once the numbers are filled (as there are only a certain number allowed to each category) the rest are disposed of.
The Categories
There are five branches within the keepers, each holding powers of a specific category. The categories were coined in the foundation of the keeper organization in order to keep different power sets and uses nicely grouped. Each of the branches has its own functioning, certain ways of doing things, and they often have something of a rivalry with other branches. Green and White are often at odds, as are blue and red. For the most part, unless it's a council assigned job that requires people from other branches, they work solely in teams of their own branch.
Another note is that when possible, some of the keepers are not against sabotaging the strength and numbers of other categories. This includes accidentally getting rid of a particularly useful or powerful new-found with powers belonging to a rival category, or sabotaging another category's mission. Blue is particularly noted for this type of behavior.
Red
-is smaller in over all number due to the explosive nature of their powers.
-they tend to be violent and rash by nature.
-Don't particularly get along well with the blue category.
-They are warm and welcoming to the new-found that join their group, and each is trained with individual attention.
Blue
-Is also kept small in nature due to their tendency to back stab and manipulate.
-They often keep their motives quiet, but are generally very self-serving and manipulative.
-The new-found that join their category are given very focused individual training. Though if one of the new-found isn't particularly powerful or useful, they will be practically abandoned right off and be expected to fail at the competition, so that a more powerful blue can take the available places and strengthen the overall power of the branch.
-Obviously don't care for the reds.
White
-Is a category of moderate size.
-They also tend to be self-serving, but in a larger scale, and think the Keeper's should take more control over the outside world in general.
-The new-found in this category are educated in groups in a very structured and mechanized way, with a bit more focus on those who show promise...without abandoning those who may just not be shining quite yet.
-They generally have run-ins with the green category
Green
-is a category of moderate size.
-They are the "good guys" of the group. They want to be the heroes, and expect the Keeper's to do what they can to keep the world a beautiful place.
-As expected the new-found are cared for and pampered in groups...however sometimes the soft training of the greens do not properly prepare the students for the tests that come.
-They don't get along with the white category most of the time.
Yellow
-The largest group
-they are the communicators and peace keepers (though they will often take peace over justice much to the green's displeasure). They're also prone to spread gossip.
-The education of the newfound is structured in large groups, and neither pleasant or unpleasant, with as much effort on equal treatment as possible.
-They get along decently well with most categories, and often buffer the fights between the categories.
The Council
-the council is composed of 3 people from each branch. The head of the council is run by three black category along with three minor gray advisers and three major gray advisers.

-the council members are appointed by the council.
-All major orders travel from the council to the leaders of each branch...and then to the branch. (the leaders of each branch are assigned by the branch itself--usually by popular vote).
Backsliders
-backsliders are few and far between as they're hunted down pretty hard. In order to survive as a backslider a character must be smart, powerful, or just damn lucky.
-reasons for being a backslider can range from running away from the keeper organization, leaving the keeper organization, being too powerful for the organization(and not being dead) or fighting against the keeper organization.
-some backsliders make it their mission to help others run, or bunk up with other backslider. These ones generally don't last long as they're hunted the most.
