It's a purple circle located west of Old Aqueduct. You need to do a quest from the Concerned Citizent in order to access it, or be with someone who has the option to enter to it already. :3
If you arrive from the beach, you should go right, down down, right and down if I remember right. o 3o

^ er yeah lol depends on where you come from. if you are comin from the null crystal, go to the exact opposite part of the old aquaduct, and p 2ce I think. if your coming from the lower part of gold beach, head up a few times, if your coming from the top part of goldbeach head almost fully down then take a few rights. And finally, if your coming from bass'ken lake just head purely down and you will eventually see it.
