Tea bags. The stuff in the caffeinated tea bags are supposed to be good anti-inflammatory treatments. You just make tea like usual and put the tea bags over your eyes once they've cooled.
Also, you might want to consider why you have dark circles. Heredity? Fatigue? Allergies? Nutrition?

I have bags. They've REALLY started bothering me this year. I'm actually considering looking into surgery. I always look exhausted whether I am or not.

Stick some spoons in the freezer overnight then the next morning press them to the bags under your eyes.
Also concealer works better than foundation for undereye bags.

anything gold will help with the puffiness like people putting sliced cucumber on the eyes.
