Since it takes some people time to create characters and get a feel for a world, I thought I'd give a profile outline and some basic info now...and then try and start things up when I get back from Wisconsin (second-ish week in august).
A few points of interest:
-This is an entirely new universe with no connection to the last. This means new characters are in order. I will refer to it Universe 7, because I like the number seven, and I think it's nifty.
-This is a modern day setting where superhumans exist...but are currently unknown.
Intro Our world sits in a quiet, thick and heavy as the fog that floats the streets in the hour before dawn. It can be assured that nothing more monstrous than a lost teenage boy armed with a knife and a drug habit, is hidden in the arms of that fog. Our world is a quiet one. The smoke towering in a cone from the center city only a fire from faulty wiring in cheap apartments, or at worst a factory mishap. The occasional scream from an alleyway is nothing but a mugging, and even those screams tend to be cut short.
Our world is a quiet one, because it is kept quiet. There are a special few, as there are in any world. A few that are different. A few who would startle the order of things. A few who would break the quiet. Perhaps one who dissipates into the morning fog, or one who explodes into burning flame, or one who hunts the allies to feed. For those special few, there are the Keepers. Special in and of themselves, they keep the quiet. They remove those who would make noise, and when that isn't enough, those who hear.
The Keepers of the Quiet: An organization of super-humans that has existed many years, with the goal of silent protection for themselves and for the people. Anyone who has superhuman abilities must be among the Keepers, or must not be allowed to live. Every five years the keepers branch out to search for the "new bloomers." Those who are found are taken away, never to see friends and family again. They are then analyzed, categorized according to power-type, trained and taught. Through the "trials of the new found", a few are chosen to fill the deficiency of numbers, of the keepers who had died or otherwise been eliminated. The rest of the new-found are then killed. To keep the quiet, numbers must be few and controlled.
Those among the Keepers who would reveal their powers, are unable to be controlled, show signs of betrayal or disloyalty are tried and generally killed. However there have been a few who have escaped that fate, and successfully fled the group. They are hunted mercilessly, and referred to as "backsliders." Some have managed to stay alive and hidden by sake of extreme skill and cleverness alone.
Power Alignment: The Keepers have set up a five category system organize the powers. It adheres to the most common powers, and for most it works…though there are several who have fallen outside the system. Generally, those that fall outside the system are labeled as Gray, or Black (depending on the danger of the power). Most often Black and Grays are considered uncontrollable and immediately eliminated. With each category, Blue, Red, Yellow, Green, and White, there are only a certain number allowed to live at once. Red and blue, generally being the most dangerous (not necessarily most powerful, but most dangerous), were often kept at low numbers. At times petitions to raise the number of a certain category were filed and accepted, though it has never risen by very much.
Green: -Are commonly buff focused powers, with some weaker attack ability -Creativity -Often associated with the Earth element (That association can at times be expressed as simple as a connection or love for that element instead of a direct power.) -Are most powerful when the user is in a happy state of emotion
Red: -Are generally highly explosive powers -Spontaneity -Generally related to the Fire element -Most powerful with the backing of emotional anger.
Yellow: -Have very few direct attacks, and rely on communication and interaction -Empathy -Can often be associated with the Wind element. -They are most effective when they feel a certain amount of peace.
White: -Are considered in the Debuff or general Leach category. They pull away power from a person, use a person’s power against them, and occasionally use some indirect attacks. -Clarity -They are often closely linked to the element of Metal (sometimes appearing as a connection to technology) - Powers are increased with connection to fear, whether the user is afraid, or the victim.
Blue: -Almost all their powers are indirect, most often controlling, with a strong pull to mental abilities and manipulation. -Intuition -They are occasionally linked to the element of water. -Powers are stronger with the emotion of grief /sadness.
Gray: One or more of the options below apply -holds minor powers that are inexplicable to any category -Are a mix of 2 categories -holds an unidentified power
Black: One or more of the options below apply -Hold powers that are inexplicable to any category -Holds powers that are mixed from 3-5 categories. -Holds an unidentified, but lethal, power.
Note: With character creation it is totally your call as to what category your character falls. The powers or character don't have to all meet the category definitions in order to be in that category. Sometimes it can just be categorized simply because of the element favored.
The Phenomenon: The Phenomenon is recorded as happening a year ago, on the island city St.Eva. It was an unusually warm night for the fall months, the clouded night sky reflecting a rich red glow, devoid of stars. Suspicion was tight, particularly for those walking the streets, as a rampant series of unusual murders was giving the city something of a bad rep. It started with a spark in the sky, and lasted for no more than fifteen seconds, but it was long enough for people to be sure that they were going to die. For fifteen seconds there was no sound to be heard, as a rolling pattern of lights swirled from the sky into the city, branching throughout the street like translucent tentacles. There was no heat to the touch, and it passed right through people like a ghost, and then it was gone. After the city and citizens were checked for possible threat, the media passed it off as an electrical weather phenomenon something akin to St.Elmo’s fire. It became simply known as the phenomenon, and was soon enough forgotten as everyday life fell back into the appropriate pattern.
A year after the phenomenon, the city has once again felt the effects of the unusual. Strange murders once again appeared. As well as unexplainable instances, such as a crowd at a park claiming to have seen a flying man. It was enough to gather the attention of the underground organization. The people of St.Eva were gaining powers, at a rate that was never seen before. And the mess needed to be cleaned, quickly.
Other supers living in exile, rebelling, or who had otherwise found a way to avoid death from the Keepers, also felt the draw to St.Eva. Perhaps to find a way to finally bring their gifts to public knowledge. Or perhaps to save the foolish supers who did not know breaking the secret would be a call to their death at the hands of the Keepers. Or perhaps just for curiosity’s sake.
As for the citizens of St.Eva, a few of them discovered new abilities, whether it be a time of excitement, a time of fear, none of them knew what danger was quickly approaching.

Completely new character, new background, even thinking of using completely new powers. Could be fun...
