The Haven: Villains, unlike heroes, are often hostile to one another as well as their moral enemies; those who have just arrived in the city stand little chance of surviving in most Red or Green districts unless they have great power indeed, so they are forced into the Yellow to try and make a name for themselves. But the heroes and police could just retreat into the heavily-defended Green districts and be safe from all but the most powerful or most covert assaults, and only gangs with vast swaths of conquered territory could say the same. For that reason the thief and master contortionist Skeleton Key established The Haven in, around, and beneath the ruins of the Citadel Creek School of Engineering. In the Haven, villains of all affiliations can meet, hide from the law, buy illegal goods, and be at least somewhat safe from each other. The guards, powerful prototype robots stolen from The Outpost itself during a test drive, tend to disintegrate combatants first and ask questions later.

The Haven is a fully-functional and self-sufficient town, with housing and supermarkets and barbers, but it is also the place to go for those looking to hire villains or sell them various devices in relative safety. The police dare not come here under any circumstances, and even the mightiest of heroes should think twice before walking into a veritable nest of evil.

A shady figure walks uninterrupted along the sidewalk. Currently he seems to be dressed in a black trench-coat, hat, and black boots that don't seem to hold their shine anymore. Maybe there was a purpose for that. The figure continues to walk, constantly checking his watch, making sure he kept track of how close he was to the Witching Hour. He had just been fully regenerated about 5 hours ago, and it wasn't even in this part of the city!

He scoffs at the thought.

He started walking at a rather slow cadence with the crowd around him. Someone had just ever-so-slightly bumped into the back of him, attempting to steal a wallet. The amateur would find not just a very discouraging surprise, but also a very scary one by the time the thief gets to a 'safe place'. Not only was the wallet empty, but it had been lined with a contact poison for a irritation of the skin to change it an abnormal color.
He had planted it there earlier because he knew someone would try it. Hook, Line, and Sucker....

The shady figure chuckles as he begins to check his surroundings -as unnoticably as possible, of course- and he takes a mental sigh.

Finding the wielder of the Law-Giver was going to be a lot of work for a lazy man.

After wandering the city for several days, Seth had gotten a good feel for it. Its surprising how the small gangs rise up due to unknown situations. A non-threatening gang had arisen, they call themselves the Teal Fingers. It had been quite apparent to Seth that maybe too many people in the city were attempting to pick his pockets. Maybe it was time for him to move on to another part of the city for now, considering that he seemed like a pretty simple and very common target to the small gangs. He'd move on to a different part of the city and let this heat cool down a bit. But what would be the best place? In what gang could he place his sticky fingers into for a little information? Maybe he should do a little more surveying with the smaller gangs first before he left.

After roughing up several small gangs for a few days, Seth recieved some Intel that the best start to find the wielder of the law-maker would best be in Shephard Hills among the salesmen who would happen to know about magical items. Considering that the Law-Maker itself is a magical item, he could probably find more information about it. He left the Haven, and began his extremely long journey to find the wielder of the Law-Giver.
