The biggest problem I forsee in this RP is a whole bunch of people getting approved, the actual RP going up, and then every character going off in some random direction to do their own thing, with the occasional showdown between vast groups of characters that starts with some simple mugging someone interrupts. In my experience, that happens a lot, especially on Gaia. If that makes you guys happy, I'll run with it. If, like me, you feel that such an experience isn't all that epic (like a comic-book style RP should be), I propose the Story Arc system.
Under the Story Arc system, characters are allowed to do their own thing within an overarching plot that binds it all together. For example, the magical sphere that prevents Silicae from expanding begins to weaken, or a controversial politician arrives for a televised dinner with the mayor. You don't have to interact with the plot if you don't want to, but the plot acts as the centerpiece, the stone falling into the pond and making ripples that affect everyone. Suppose a villain has no interest in containing Silicae, but realizes that the Danger Outfit's best mages are all away trying to keep the shield up. The villain decides to try and rob the Outfit's magical storehouse while their eyes are elsewhere, and a hero might try to stop them, setting up a subplot.
I just want this RP to last, and I fear that, without a bit of backbone, it will drop to the ground and flop like a sack of flesh before everyone finally gives up. I seek your input, however. If a Story Arc system is implemented, the crew will be responsible for coming up with the main plot; I have plenty of ideas, but if the others feel this would be too much hassle, I understand.

I completely agree. This forum should also act as a plot line up. Just so it relieves some of the hassle.

No just old Bad Habit that didn't take off because the rest couldn't go to our spot to Play, So it just fell apart. And i had this huge plot figured out to.

Possibly each hero/villain could have their own plot that would become the main story arc. In some cases, it could just be a subplot. This would enable said heroes/villains to fail once and come back with alliances with other heroes/villains to beat their adversaries. I'm not saying that the heroes/villains would fail and have to team up every time there's a story arc, but it's a possible idea to use for one.
EDIT: I thought of something while in the car earlier. ... -OK, OK, it was pouring down with rain and for a moment, I thought that if I wiped my hand across the window, the rain would get out of the way.. Luckily I thought it through before actually doing it and making me look like an idiot.- BUT! It gave me and idea for a possible story arc.
The Water Bearer is seen around the city, putting out fires before the fire police (Seriously, I can't remember what they're called. Wow. ._. ) can. People rejoice and citizens clean and polish the statue of her in thanks of her return. The sudden return makes people not realise at all that she should be dead, or over one hundred and fifty years old. The Water Bearer doesn't look a day over thirty. After a few weeks of sightings, she is caught on camera. The tabloids have a field day. She finds and talks with some of the Supers of Citadel creek, revealing that she is a descendant of the Water Bearer.
I'm not sure where it goes after that, but I imagine some great sacrifice for the descendant of the Water Bearer could happen.

I'm taking Hostile Mimircy's suggestion and developing it; of course, the player's won't know everything until the arc is finished, and maybe even then questions will be left unanswered. Time will tell... If this looks good, I'll post it under the events synopsis on the main page. Super Powered Issue One: Earth and Water As a new generation of Metahumans begins to take over the streets, their older counterparts either giving up with grace or being swept away by the flood, a new beginning springs from the very beginning. A catastrophic fire in the Financial District required most of Citadel Creek's fire department merely to contain, and little hope remained for those trapped within, but as the hopelessness of the situation crushed the spirits of the city's brave defenders a figure from a mythical history emerged. Dressed in hooded robes, face obscured, a strange young woman raised her hands before the burning building, causing water mains beneath the pavement to burst and flow upward in defiance of gravity. The flames were soon extinguished, and nearly a hundred lives saved, but the woman who seemed to be the Water Bearer was nowhere to be found. Not a week later a CCPD patrol claimed to have been saved from a Bomb Squad ambush attack when the incendiaries hurled at them were rendered useless by jets of water in midair; Citadel Creek University students were saved from their own foolishness after lighting off firecrackers indoors and nearly burning down their dorms by the same figure. A small army of Hosts sent by the Rimefrost Coven to assault Clyde's yet again was halted when a localized flood dumped them into the river and swept them away. On this particular occasion, a reporter was ready, and snapped the first picture of the reappearing Water Bearer. This was shortly followed by a televised interview; this Water Bearer was not the original, but one of her descendants, and swore to protect Citadel Creek to the best of her ability. There is some concern among the leading mages and analysts in the employ of the CCPD; the former fear that the Water Bearer has not been entirely truthful in her statement of her goals, and the latter have noticed that, despite her supposed wish to defend the city, she never ventures outside of the three districts in which she has thus far appeared. It is suspected that she has some ulterior motive for her return, and enterprising young heroes are being recruited to find out just what that motive might be. Meanwhile, villains are sensing an opportunity; with heavily protected parades in honor of the Water Bearer taking place across the city, the CCPD has been called away from many of the spots it normally protects, like Clyde's and the CCU Museum. And with all eyes focused on the only moderately experienced Water Bearer, anyone who takes her down would become a name whispered fearfully across the city... Alright this is good. I will put up the active districts. Now exactly who would be playing her? We may be able to go on ahead an roleplay a little.Set up our characters, etc until until we figure out who is going to play her. That way it will give us time to establish our characters before the appearance of the water bearer.

I'm happy to do at least some of the NPCs, the Water Bearer included, but I there's a temporary catch; Tuesday evening, I'm headed to New York on a family trip. I may or may not have internet access; if I do, I'll be sure to check in, but if I disappear for a week, don't lose hope. I'll be back, provided I'm not killed or something.
Actual encounters with the Water Bearer will have to wait a bit; we need to set up some context, build some tension and confusion, the works. Once your characters and their motivations are established, we'll bring her in and see what happens.
