Super Powered Issue One: Earth and Water
As a new generation of Metahumans begins to take over the streets, their older counterparts either giving up with grace or being swept away by the flood, a new beginning springs from the very beginning. A catastrophic fire in the Financial District required most of Citadel Creek's fire department merely to contain, and little hope remained for those trapped within, but as the hopelessness of the situation crushed the spirits of the city's brave defenders a figure from a mythical history emerged. Dressed in hooded robes, face obscured, a strange young woman raised her hands before the burning building, causing water mains beneath the pavement to burst and flow upward in defiance of gravity. The flames were soon extinguished, and nearly a hundred lives saved, but the woman who seemed to be the Water Bearer was nowhere to be found.
Not a week later a CCPD patrol claimed to have been saved from a Bomb Squad ambush attack when the incendiaries hurled at them were rendered useless by jets of water in midair; Citadel Creek University students were saved from their own foolishness after lighting off firecrackers indoors and nearly burning down their dorms by the same figure. A small army of Hosts sent by the Rimefrost Coven to assault Clyde's yet again was halted when a localized flood dumped them into the river and swept them away. On this particular occasion, a reporter was ready, and snapped the first picture of the reappearing Water Bearer. This was shortly followed by a televised interview; this Water Bearer was not the original, but one of her descendants, and swore to protect Citadel Creek to the best of her ability.
There is some concern among the leading mages and analysts in the employ of the CCPD; the former fear that the Water Bearer has not been entirely truthful in her statement of her goals, and the latter have noticed that, despite her supposed wish to defend the city, she never ventures outside of the three districts in which she has thus far appeared. It is suspected that she has some ulterior motive for her return, and enterprising young heroes are being recruited to find out just what that motive might be. Meanwhile, villains are sensing an opportunity; with heavily protected parades in honor of the Water Bearer taking place across the city, the CCPD has been called away from many of the spots it normally protects, like Clyde's and the CCU Museum. And with all eyes focused on the only moderately experienced Water Bearer, anyone who takes her down would become a name whispered fearfully across the city...
