Exipotic is an alien criminal who is, quite frankly, rather dimwitted, but she has kindness in her heart and means well in what she does. The way she's evaded capture is just by plain dumb luck; she gets bored of a planet, and moves on to another one, pretty much just before her police pursuers bust in to take her down.
Her business? Freeing poor souls from their purgatory. She uses what I describe as shaman magic to feel around for souls in the universe, reads them, figures they deserve a second chance, and basically.. pushes them through a living vessel. It kills the animal, planet, etc. whatever it was, but in doing so, she creates a genetic hiccup, so to speak, a mutation that is quite unique from anything else, really, and she wouldn't know how to recreate if she tried.
The whole process is done with a burst of the elements - most people just describe this as flame, as that's the most prominent in the process. It's very quick, and she's perfected it with Earth - after a looot of mistakes. Mistakes being a lot of the kids I'm drawing. Ones she left for dead, because she couldn't bare putting them out of their misery herself, or facing her own mistake in not being able to "feel" our planet correctly to make them right. She's gotten better, though, XD.
Exi is also a shapeshifter, so, this also helps in her evading capture. She never uses the same guise twice when making a child, especially when she's "delivering" it to someone. She makes sure the person is pure of heart (mind you, she's pretty dumb so she just looks around to find someone who won't get freaked and leave the kid there, and will be guilted enough to take it and raise it. Her own child, Heketoro, was left behind because she misjudged who would take it, as no one did, and security was called, so she panicked and took him with her. She's no good with authorities.)
Guardians write their own intro post, because they don't really need me there using Exi - she can be anyone and everyone and she always makes a clean getaway.. almost always, XD. It's just the first requirement post so that there's a "Yay this is how I got the kid" post.
As things stand, people know how to contact Exi, and generally speaking, most Hiccups know who she is. She's openly invited them into her home, which is a small cottage in the woods beside a pumpkin patch. A driverless bus knows when you need it to pick you up, and takes you to her place on demand. It always takes a different route each time just to confuse people, XD.
Plot wise, the Intergalactic Police is officially disbanded - we are sister shops with Smerdle's ICRS shop for that reason. http://www.gaiaonline.com/forum/breedable-changing-pets/icrs-mice-luv-space-pepperonarrr-jack-p2159/t.11684553/ Though you don't need to know anything about that shop, it does have purdy arts. <3 What WILL soon happen is that the bounty hunters that have been on Exi's trail for years, will finally be tipped off as to her whereabouts. Perhaps by the Mutant Mistakes she left to die, out of spite, but as I've been told, a lot of them are out for her blood for themselves. ooo0000oooooo eeerie noises XD
That's about it! As I see it, there are three forces: the normal Hiccups being a generally friendly bunch, with, comparatively speaking, Exi the Professor X to their X-Men. They generally thank her for their existence and second chance at life, though no one actually says all this. She just knows, XDD.
Then there's the Brotherhood - the mutants left for dead, the ones who survived, anyway. I'm sure some died along the way. They're out for blood, revenge, and to stop the nicey nicey of the other Hiccups, being jealous of what they were given by just being given a chance.
And then there are the.. Sentinels? The intergalactic bounty hunters, XD.
