How do you get a neighbor's picture?

Talk to the neighbor a lot and become really friendly with him/her.
Then wait a while and don't talk to them, like when running back and forth to sell fruit or something. When the neighbor runs over to talk to you after the "!" or whatever appears over their head talk with them. They'll usually just show you a letter or something, but that's also how you get their picture if you've become friendly with them. ^^ I actually enjoy collecting pictures myself.
