a quick project I recently finished.
You need two brown paper bags. (one large and one medium works well. Otherwise use two large and cut the second flower smaller in size.) a glue gun, and shiny sparkly belt buckle or button/pin, and a stapler.
You want to cut the bottom off the paper bag and then cut up one side and open the bag, so you end up with a long rectangular strip.
Turn it around so that one of the shorter sides faces you. Start folding accordion style, like you're making a paper fan. I made the folds roughly an inch wide.
Once it's all folded up. you want to fold the whole package in half, crease, then unfold. this gives you an easy point of reference.
If you want fancy edges cut the ends so they form a V shape (or a petal shape)
Now take the left and right edges of the very first flap/fold facing you and fold them together. staple them together along the entire length so you don't have any obvious gaps. you'll want to repeat this step for the other side. when you're done you should have a flower shape, with a very loose middle. I took the 3 or four folds in the middle of the flower and stapled them all together once, at the very middle, to give the flower some stability.
you're going to repeat this process with the smaller bag. or if you have a large back cut the ends back a half inch or so, so that the second flower is slightly smaller than the first.
Now (i actually have pictures for these steps). I cut out a cardboard circle and hot glued a ribbon loop on one edge.

I then ran hot glue all over the circle and but a dollop on the middle of the underside of the large flower and smooshed them together.

then i turned it all over, put another dollop of hot glue on the middle front and smooshed the smaller flower on top. then followed by hot gluing a sparkly buckle on top of the smaller flower.

Here's a farther-away picture to give you an idea of how big it turns out.
