Chakra Usage Guidelines

In reality, ones of lower rank and young age cannot beat one that is of higher rank and higher age. Older have more Chakra as they have trained more, unless certain circumstances are in place. Higher ranks have more, or slightly more, Chakra since they have trained more as well, the reason why they are of higher rank and is stronger than ones of lower.
Basically, this is a system to show you that it is not all about rank, it is all about skill. If a Genin has more experienced role playing skill, he or she can beat a Kage. Though, we are limiting the techniques a Genin can use and other ranks.

Basically, a Genin can perform a maximum of Fifteen [ 15 ] Jutsu. But, looking at that small and simple chart above, a Genin cannot do a maximum of 15 A ranked, only 1. If a Genin goes over that, he or she may run out of Chakra and eventually pass out, and the chances of dying may increase. There is also a limit to how much Jutsu you are allowed to learn as well considering you are only Genin Level you will only witness Jutsu from experience from watching higher Rank Shinobi rather than given a scroll. Basically a Genin can learn a maximum of Twenty [ 20 ] Jutsu. Of course Genin with a Bijuu within them can perform and learn more Jutsu.

Basically, a Chunnin can perform a maximum of Twenty-Five [ 25 ] Jutsu. But, looking at that small and simple chart above, a Chunnin cannot do a maximum of 25 A ranked, only 5. If a Chunnin goes over that, he or she may run out of Chakra and eventually pass out, and the chances of dying may increase. There is also a limit to how much Jutsu you are allowed to learn as well considering you are only Chunnin Level you will only witness powerful Jutsu through experience instead of the Basic Jutsu given to you by Scroll. Basically a Chunnin can learn a maximum of Thirty [ 30 ] Jutsu. Of course Chunnin with a Bijuu within them can perform and learn more Jutsu.

If a Jounin goes over that, he or she may run out of Chakra and eventually pass out, and the chances of dying may increase. There is also a limit to how much Jutsu you are allowed to learn as well considering you are only Jounin Level you will mainly witness powerful Jutsu through experience and your own creation instead of the Moderate Jutsu given to you by Scroll. Basically a Jounin can learn a maximum of Forty [ 40 ] Jutsu. Of course Jounin with a Bijuu within them can perform and learn more Jutsu.

Basically a Anbu can learn a maximum of Forty-Five [ 45 ] Jutsu. Of course Anbu with a Bijuu within them can perform and learn more Jutsu.

If a Kage goes over that, he or she may run out of Chakra and eventually pass out, and the chances of dying may increase. There is also a limit to how much Jutsu you are allowed to learn as well considering you are Kage Level you will mainly witness powerful Jutsu through experience and your own creation instead of the Jutsu you have seen within Scrolls. Basically a Kage can learn a maximum of Sixty [ 60 ] Jutsu. Of course Kage with a Bijuu within them can perform and learn more Jutsu.
:: Example
A Jounin can perform up to Thirty- Five [ 35 ] Jutsu in total. So during a battle the Jounin can break it up and perform [ 15 ] C-Rank Jutsu then [ 10 ] B-Rank Jutsu follow up with [ 5 ] A-Rank Jutsu and then finish up with [ 2 ] D-Rank Jutsu and [ 3 ] S-Rank Jutsu. Then the Jounin will have reach his limit in battle.
