Here are the rules...

1.) You have to be 5th year or older.
2.) Only one boy and one girl, per house per Hogwarts year are allowed to be Prefects.
3.) If someone is a Prefect already, then you can't be, simple as that, unless they do something to get the privilage revoked.

7.) If you DO NOT make a perfect score of 30, than someone else may challenege your score. If they get a higher score, then they become Prefect instead.
