Richard Hilliard Grant, is a name you'll learn to remember, and grow to despise.
In 1992, at the age of thirty, Grant was held on trial, convicted, and imprisoned for his crimes during military service for the previous ten years. Allegedly, his best friend committed atrocious crimes against humanity, but the trial for that man was very hush-hush. Grant was imprisoned for suspected compliance, using the idea of guilt-by-association and failure-to-act. Basically, Grant was either directly involved in the crimes, or did nothing to stop them. Although the public was given a different story, Grant was denied fair trial.
1998, at the age of thirty-six, Grant did not escape, but was broken out of prison. The identity of the criminals responsible for his allegedly undeserved freedom, remains unknown at the time. Grant disappears; wipes himself off the grid. No one hears anything more of him for years.
2008, at the age of forty-six, Grant reappears, briefly. He threatens to obliterate the entirety of the United States of America, by means of encrypted radio signal sent across the entirety, of the United States. The message, sound only, is replayed by News Stations across the nation. The American government is given no ransom or demand, and no way to contact Grant again. He is not heard of for eleven months.
2009, at the age of forty-seven, Grant strikes his first blow against the U.S.A. An atomic bomb, seemingly undetectable, falls on California, obliterating hundreds of thousands, if not millions. The actual statistical number is unknown. Two days after, another bomb falls on Texas. It is obliterated. Nuclear fallout reaches as far as northern Mexico and all the surrounding states of Texas. Two weeks later, a message finally arrives from the unknown assailant. It is, of course, Richard Hilliard Grant. He says that this is only the first of the many pegs on the United States' inevitable decline into death. He says that it is a corrupt and amoral world, building the illusion of freedom but silencing the minority. He says many other things. The radio feed is very scratchy, weak; the location of Grant is completely unknown.
On the eve of his court trial, in 1992, regarding his best friend:
"I committed no crime. You holders of power, you on the seats of your high horse; you have no ability to comprehend what happens out there, out on the battlefield. You judge, but you have no place to! Presidents and Congress pass laws. They are imbeciles. I cannot fathom the stupidity of men. Jacob Gregory Simmons was a great, great man--a visionary. In that way, he, too, was flawed like you people. A world of Utopian visionaries, all attempting to mold the world to their vision of perfection. America is a Democracy of dictators."
Now, a task force of specialized men and women--not all of them necessarily with militant backgrounds. You have been selected. Grant is clearly well-funded, well-armed, and possessing better technology than America does. The pure determination of true Patriots is what the U.S. is counting on, to win this battle. The objective: stop Grant before he carries out his terrorism threat.
But, even a true Patriot will find perseverance difficult, in the face of such unstoppable, unyielding, deeply-rooted faith....

No cybering, godmodding, omniknowledge, killing without permission, or illiteracy. Semi-lit is your absolute lowest bet.
Send profiles under "Madagascar" and include a pirate.
Use common sense and remain respectful. Use brackets or parentheses for OOC. Do not use asterisks for actions. You should actually know all of this.
The role play does not start until the five major positions are filled. Multiple characters are allowed, but only one of the five major positions can be filled per person unless and until I say so. There will be an Updates post on the front page where it would say so, if this happens (as well as being posted on the current page at the time).

Team Arsenal needs five specialists in different regions. Other positions can be suggested in your profile--just ask and hope for the best.
This role play is called the Parlay for a reason, which will become apparent early in the role play.

Just curious about something. Grant is the public face of the ultimate nemesis of the United States and has bombed most of the whole continent. Either every single other nation is clueless or working with Grant. Asian countries, especially Korea, would instantly jump at the chance to take the US and then again everyone's going to be afraid of someone with this power.
The problem I see is that there is no indication of the involvement or condition of other nations while Grant is terrorizing only the US.
I don't mind if you want me to just ignore this because we can, it's an RP. We can say everyone's having tea with the Jappos or eating Hamburgers in Hamburg, Germany.

The idea is that Grant is not allied with any world powers. He has swept away all defenses and is THE world power. You can assume he's done other things than just bomb the U.S. He has his own personal 'deterrence' on the whole world.
... If that doesn't make sense, then I have no freaking clue how to absolve that very obvious and overlooked problem.

Alrighty then. Basically Grant is holding a gun to the head of any person or organization with power and things everywhere are in a terrorized stand still and we're only concerned with the Americans who were not in the area the bombs hit.
I was going to say there were no more problems but who is the one selecting the task force that's going against the terrorists?
Seems okay otherwise anyways xP
Commonly nobody would care about these things I brought up. I think I'm being too observant, lol.
