One day as I watched the news, there was a story about a streaker at the baseball game. I asked myself, 'If one ran through a nudist colony fully clothed, would that be considered streaking?' I've asked it to many of my friends, and they just stared at me, confused. What do you think?

Hmm, maybe...
Wikipedia says "streakers usually intend to be noticed and may choose a place with a large audience for their act" so obviously running fully clothed at a nudest colony is trying to attract attention.

Yup. Most streakers are either in a alcohol/drug-induced state of stupidity, or severe attention-whores; majority of the time being the latter.

A few years ago at my school's homecoming game, some water polo guys streaked. Skinny bodies are such a turn off tsk tsk...
