I have been trying sooo hard to evolve my togepi into a togetic. I have tried battling with it (which is like pulling hairs because it always faints), I've tried poffins, and I have tried massages. It has a soothe bell on it. The thing still isn't happy--it is hard to please!
I need a togetic because I am trying to get a vaporeon with wish, which requires chain breeding. So... could I ask you all--if you have a togetic, could you please trade with me? I will see if I can trade you something of fair value--just tell me what you want.

i hv a lv39 togekiss I can make a togetic and then give some rare candy and u know how kids love their candy xD my FC is on my trainercard

Okay, first off, what level is your Togepi? If you use exp. share, PokéRus, having it in the lead at the start of a battle and switching out, etc, even low-leveled Pokémon can be trained easily.
I read through your post, and I suggest (don't complain if I suggest things you've done, or are doing):
1. Give your Pokémon the Soothe Bell. 2. Give Togepi massages in Veilstone DAILY. Or as much as you play. 3. Feed Togepi poffins based on what flavours it likes. Make sure they are low feel. 4. Make sure Togepi is in the front of your party, and battle at the double-battle café near Pastoria, the TV station in Jubilife, or anywhere else you can battle easily, including using the Vs. Seeker. If you know you can beat them, use Togepi to fight. Try to use moves that will be to your advantage, etc.
Good luck. I think Pokémon also like it when you give them things, like potions. I know in the original games, and in FR/LG they did.

Also, in addition to what Shippo said [this would fall under the item category, I guess]... If you're not crazy about Togepi/Togetic's stats, give it lots of drugs-- I'm talking Protein, Iron, HP Up, etc. Don't give it the herbal drugs, though, as those taste bitter and don't make it like it. You can also check a Pokemon's happy with app number... six, I believe. It's the one that has the party floating around on your lower screen. If you hold the stylus over Togepi, you'll eventually see little hearts floating. If you get two big hearts, then it's ready to evolve and just use a Rare Candy.
But uh, if you want Wish, it says that it learns it at lv. 28... Unless you're trying to breed it with a Pokemon that only Togetic can breed with?
And I would offer one to borrow for breeding purposes, but I don't have access to a wireless signal for my DS. ...Wait. I should get a USB Hub and see if I can connect through this computer. *smacks forehead* Anyways, yea, that's what else you could do to make it happy. =3 There's also two places for massages--- Veilstone, where you can get a contest item with it, and Battle Zone/Frontier/Place's Resort Area, in the ribbon club's second floor. I'm not sure if this increases happiness [as I never pay attention unless I'm trying to fill up my Pokedex] as well, but you could try giving it ribbons. One place that you don't have to do much of anything for a ribbon is in Sunyshore, with the lady who wants a story told. She gives out seven different ribbons, each corresponding with the day of the week. Her house is on the upper level of the city, in the northeast [top right], and of two houses, hers is the left. I have no idea if this does increase happy, but hey, it's fun to do regardless! =3

And I'm stealing a signal that's too far for my DS to receive, so I just realized that I could be using a USB thingy instead..... I wonder if my friend stll has his...

you could always try going to the resort area to get massages if you can get in. or basically just be patient with the ideas you're already using. i have a togepi too but i'm not training it now..focused on eveelutions
