I might be THE hero but I can't be everywhere all the time and I would hate for something to happen to you before you may or may not become Midna. Bah, this one I have to guess. I can't find a definite answer.
My guess is that it's because it is the Zora's domain. I have other thoughts, but I think that one most likely.
