Your 5 gallon looks great. I'd add one more cory though and when you get the larger cichlid tank running, move the pleco into that. Common plecos reach up to 12" in length and they're poop factories. What kind of cory cats do you have?
A green spotted puffer in a 3g is a no-no. They require at least 30g each. I'd go with Dwarf Puffers instead, you can easily fit a few of them in a 3g tank and they are a lot of fun. I have 3 of them in a 5g but Happy Skittles Lizzie keeps hers in a 3 gallon.
Horror Inc.

Horror Inc.I found this pic on the enternet, i'll get the actual pics of mine up probly tonight or tomorow. Yeah I was actually thinking about moving him with the cichlids once I got them and he was a little bigger. I've seen them bigger than 12" (: I know ): but they are so cute, i'll look into the dwarf puffers thoguh

Albino Cory Cats? Those things are cute and have I had 2 but I gave them to my niece when I gave her a 10 gallon tank with live bearers, I love cory cats ^^.I like the looks of the first tank. The 10-15g guppy/molly tank, you may have problems with aggression/breeding because of the fact their livebearers and are constantly trying to breed. I'm sure you know that already though just wanted to make sure that it was brought to your attention. Since your doing a live bearer tank at 10-15g for the relative safety of the pleco I'd move it into that tank if you start it before the big cichlid tank, my parents are keeping one in a 10 g until they start up their 55g and I'm keeping one in a 10g until I start a new 30g since it'll be awhile before I buy another tank. Anywho if you don't move the pleco or you start the agressive one early, I'd add an otto or a cory cat at minimum into the 10-15g cory cats I know are fine with livebearers and would help with cleanup of the gravel.
