all I can tell you is that they appear to be pupas probably from butterflies.
I think it's too small to be a pupa, at least from a butterfly. It could be from some other animal.

I wanna say aphids, but they may be too big. Pupas are probably closer to the mark. How long they have been there should help you figure it out.

First off, Hooray! Someone else who happens to be new! And secondly, I would agree. It must be a pupa of some kind. I've seen poison oak leaves up close and that looks close(ha ha ha..... close). It's just that the "pupa" look too large to be the needles that exist in the leaves.
