Actually, to answer the question, Jack's biological mother is Jasmin Jolene, the dancer/prostitute that Andrew Ryan was having an affair with behind Diane McClintock's back. When Jasmin Jolene found out that she was pregnant, she freaked out, not knowing how Andrew Ryan would react, so she ended up giving the embryo to Frank Fontaine and Dr. Suchong. All confusion has now been cleared.
