P e r s o n a l i t y : Matsu is extremely laid-back, similar to 'Fire Fist' Ace, his idol. He gained his place in the Shichibukai at the tender age of seventeen by ruthlessly killing his predecessor in the middle of a meeting of the Shichibukai. Chapter I Matsu was born and raised on Drum Island, where he consumed the Mera Mera no Mi at an early age. Ostracised from his village, Matsu eventually sneaked onto a Marine vessel and left the island for good. He remembered the years of pain and hate that the islanders had directed at him and took all his anger out on the Marines. The full crew of ninety-seven Marines, including a Vice-Admiral, were blackened husks when the ship drifted into sight of a Marine base a few days later, and a lifeboat was missing. One of the crew survived just long enough to give them a description of Matsu. His first bounty poster came out at 97 Million Beli. Chapter II From his first massacre Matsu only grew in power. He gathered a crew and started attacking Marine-controlled islands. As he passed through adolescence he gained yet more power, and his bounty inflated until it almost passed 400 Million. When he hit 17 he walked into a meeting of the Shichibukai and ruthlessly killed the oldest member. He escaped the island without a scratch and received a memo from Marine HQ a few weeks later informing him of his promotion to Shichibukai.

What. The s**t...
1. Shichibukai? No. It doesn't work that way. You can't go around RPing Shichibukai when everyone else is just a regular pirate captain. It's godmodding. 2. Holy s**t. His bounty is higher than Luffy's. That's the very essence of godmodding in and of itself. 3. Mera Mera no Mi? That's a canon Devil Fruit. That only way he'd get it is if Ace died. And if Ace is dead, you'd make a lot of fangirls, including myself, really pissed. 3. Black flames? Uh... Have you seen Ace fight? That's not how the Mera Mera no Mi works. 4. You gotta be shittin' me... You seriously gave him the Rokushiki?
First of all, Rokushiki techniques are EXCLUSIVE to CP9 members (however, that doesn't mean that Life Return is exclusive to them). CP9 members work for the goverment, and are not pirates. And CP9 members are raised from childhood to BE CP9 members. Being a CP9 assassin is all they know. They have no reason and no want to be pirates. Besides, if CP9 was ever disbanded, they wouldn't know what to do with themselves. As CP9 members, they're provided room, food, and everything they need. On their own, they'd have no idea what to do. This is proven true in "CP9's Independant Report", a manga-only story Oda did on the cover of every chapter sometime after the Enies Lobby arc. In it, the members of CP9 strike out on their own and show that they don't fit in in a world where they aren't assassins for the government, such as reacting overly violently to things, and having no actual skills to earn a living.
Now don't go saying "But Coby knows Soru!". Coby is in the Marines, and he probably learned it due to a possible connection Garp has with CP9.
And finally, with the Mera Mera no Mi, he doesn't need Rokushiki.
Soru? Turn into fire to move spread yourself around the area like an inferno. Geppou? Turn into fire and fly. Kami-e? Phase through the attack by turning into fire. Tekkai? Phase through the attack by turning into fire. Shigan? He can do Higan, which is an actual projectile. Rankyaku? Wave of fire from his kick.
Hey, Danah-Hime. Remember how I took it back? When I mistook Ulyenov for Blade and said he was a godmodder. Then when I realized my mistake I took it back and said "sorry, Ulyenov ISN'T the godmodder". Well, I take back my take back. Ulyenov isn't THE godmodder, but he is A godmodder.

Thank you for the rant. Now for an explanation:
1. yes, Shichibukai, because there's no way a pirate would have the power of the Mera Mera without having a sh*t-high bounty and, with it, some sort of status and I didn't want to make him one of the Supernovas. 2. His bounty is that high because he's killed entire villages, and please read the bio. He started his pirating career by wiping out the entire crew of a Marine vessel. Someone that ruthless is going to get a damned high bounty 3. Yes, Mera Mera, because certain remarks that have already been made in the RP have established the IC time period as (while this isn't being used consistently) roughly seventy to eighty years after the main arcs of One Piece. Ace is most likely dead by then, assuming he even survives the current canon arc. 4. Uh... yeah. I don't want to get my head handed to me on a silver platter by the first a**-hole with Haki.
I know about Rokushiki being exclusive to CP9. and I'm very aware of the CP9 mini-arc cover-story. Please don't forget about Haki, Cyber, when you say these things about the Mera Mera no Mi.
Finally, please consider what you're saying. Even if I have the potential to godmod in this character, the fact remains that I'm not godmodding, and in a guild that is currently so small I likely never will.

The point is that when a fanon character can do something better than the best canon character who does it, that's godmodding. And that includes a higher bounty in One Piece.
And you have yet to explain the black flames, which spit on Oda's genius and the art of his manga and anime. Are you not a true fan of the series?
Hold up. You still haven't told me how he knows Rokushiki when he has no connection to CP9 or the Marines. You only said you gave it to him because of Haki.
Which raises some points.
You gave him Rokushiki because the Mera Mera no Mi has a weakness in Haki cancelling out it's invincibility affects. Which means you're using Rokushiki to cover his weakness. Which means one thing:
You want this character to be perfect. You want him to be invincible. You want him to have no weaknesses whatsoever. THAT is godmodding. You act as if Haki is a fair reason to give your character a Logia as well as Rokushiki. But characters without weaknesses is godmodding. The very essence of godmodding, as detailed in my Guide to Godmodding.
And actually, your counter against Haki is pointless. When was the last time you saw a One Piece RPer use Haki? I've never seen an RPer use it. Very few people read the manga, so Haki isn't that well-known yet. So very few One Piece RPers are using it. Your fear is groundless, as well as godmodding.

Not a point I wanted to bring up, Danah, but thanks nonetheless. The bounty is nowhere near as high as the highest known bounty in canon, namely Monkey D Dragon, whose bounty has been shown to be over a billion Beli. The black flames are there simply as an interest point, something that has no real bearing upon his powers but can be used as 'flavor text.' As for the Rokushiki, a large portion of Matsu's life after his first massacre is unknown (read: I've not decided what to put in the fifteen-year gap between the excape from Drum and his Shichibukai promotion), so he may well have received training in Rokushiki during that period.

You can't just do something like black flames to a canon power for just "flavor". It's the most n00bish thing ever.
When you create a character, you need to have their past worked out. Otherwise, you're just playing a character in the dark.
And what you're saying right now is that he has no actual reason for knowing the Rokushiki techniques. At least, no reason you thought of. You just gave him a smoking s**t pile of powerful abilities with no rhyme or reason to it. The very embodiment of godmodding at it's worst.
And news flash. Even if it was possible for him to have learned the Rokushiki in that fourteen-year gap between his first massacre and his Shichibukai promotionn (speaking of which, a massacre? Wow, you must be a ******** storytelling genious. That's the most original thing I've ever heard. Does he have a demon inside him fighting for control? Does he have a cursed sword? Is he an orphan? Did he raise himself on the streets? Was he born through a satanic ritual or the sacrifice of his mother? No, really. Tell me more of your original, creative, BRILLIANT ideas! I'd love to hear them!), YOU CAN'T DO IT!!! You yourself said that you haven't decided what happened them, so adding anything new after posting the profile is pure powerplaying. And even then, the only way for him to learn the Rokushiki techniques is to have been raised as a member of CP9. And even then, you can't go from CP9 agent to Shichibukai, since the Shichibukai have to be pirates first.

Very well. I shall rephrase my statements.
"Flavoring" is a rather weak reason for completely altering the very chemistry of something Oda himself slaved over.
As well, the Code of Flames works thus far: Red/orange/yellow Flames: Regular, default Blue Flames: The fire takes in more oxygen than normal, turning much hotter and much more destructive White Flames: The fire becomes as hot as the sun, extremely powerful Black Flames: The flames are not as hot as the Blue Flames, but once something is caught aflame with black fire, the black fire will not go out until the item is reduced to ashes Green Flames: Commonly associated with ghouls and goblins. Purple Flames: Commonly associated with ghosts, but can also be cold fire.
There really is no possible way for your character's Mera Mera no Mi to be different from Ace's Mera Mera no Mi to the point of a change of color that has no use. Devil Fruit powers do not change based on who uses them.
On that note, have you ever read 666 Satan/O-Parts Hunter?
As for the part of your character where his past is unknown, that is a huge problem. If you yourself do not know your character's past, how can that character have any depth or seriousness? And what you seem to be saying is that you yourself have no explanation of how he knows the Rokushiki techniques, a set of skills exclusive to an organization that he has no way of being related to. Though you say he has 14 years of his life that are unknown, to say that he was a CP9 member at that time is what we call "powerplaying". It is one of the cardinal "don't"'s of roleplaying that will usually get you banned from most literate, respectable roleplays. "Powerplaying" is, to simplify the concept, "making things up as you go along". When a character is created for a literate roleplay, the reasons for their abilities need to be fully explained. To add an explanation later, especially after admitting that you have no explanation whatsoever, is grounds for expulsion and stripping of the respect of your fellow roleplayers.
Next of all, you say you character has a high bounty because he has killed civilians? But is there not a Supernova who has killed civilians, yet has a lower bounty? To do something with an original character and do it better than someone who is well known for it in canon is one of the methods of godmodding.
As you know, Whitebeard is the strongest living man in the world. Well, what would happen if an original character was introduced who is stronger than him? This is godmodding, and disrespects the original series.
On another note, consider this: Do you know of Bleach? Aizen is the main villain, and is described as "plot-changingly powerful". Well, what if an original character fought against Aizen and killed him without breaking a sweat? This is an extreme case, but it is the same rule. Doing something better than a canon character who is known for it is godmodding. It is also unnecessary. Does your character really need such an excessive bounty? It makes you seem, well... like your character has no depth. He has slaughtered millions? That is terribly cliche, to be honest. Not to mention that one of the main themes of One Piece is that rarely are people killed, which alone disrespects, if not spits on, the greatness of One Piece and the original ideas of Eiichirou Oda. He has a higher bounty that Luffy, who worked hard for his bounty. How would that make Oda feel? To know that there is a character in his world with a higher bounty than his main character that he did not approve? Yes, the example is a somewhat silly concept, but the hard work and ideas of the original author must be respected. Oda is a far better storyteller than any of us.
And next of all, it is impossible for him to have received Rokushiki training in that fifteen-year window, even if powerplaying was allowed in a respectable, literate RP. One can only receive Rokushiki training when raised from childhood to be a CP9 member. And even then, he could not have gone from CP9 member, to pirate, to Shichibukai. Not only is this farfetched and a very high form of godmodding, it is unfair to the other players who are playing fair and being modest.
Next of all, you say he has fully mastered the Rokushiki techniques? This is a very high form of godmodding. The only person in the world of One Piece to have mastered the Rokushiki techniques is Lucci, and even then he cannot use some of them to the same level of the other CP9 members, such as Jyabura's signature Tekkai Kenpo, which lets him move about while using Tekkai. For an original character to be able to do something better than a canon character who is known for it is godmodding, and godmodding is an unforgiveable act in a respectable, literate RP.
Next of all, to give him the Rokushiki techniques just to cover up his Mera Mera no Mi's weakness is excessive godmodding. Does Ace has Rokushiki techniques to cover up his Mera Mera no Mi's weakness? Does Lucci have a Logia Devil Fruit to cover up his Rokushiki mastery's weakness? No, neither of them do. They have weaknesses, which makes them believeable characters. Your character, with his no weak spots whatsoever and unexplained myriad of powers, is just an unrealistic, unrelateable, inhuman, godmod. And believe me, I am an expert on godmodding. I wrote a guide about it.

Never heard of the Code of Flames, but I am aware of the 'black flames burn forever' concept.
I've never read either of those manga.
Normally I expand upon my character's backstory as the RP goes through, keeping to a rational background.
I'm keeping the bounty because 1. he's killed God knows how many people, including Marines, and 2. he killed at least one confirmed Shichibukai in the past.
Fine, I'll delete Rokushiki. Happy? However, I put upwards of three hours of work into that profile, including the time it took me to type up the profile skeleton, so I'm loath to give up the black flames or bounty.
