The best time to water is in the morning. If water is still sitting on the leaves in the midday sun, it can magnify the sun and burn the leaves. Watering in the evening doesn't give the water enough time to dry before the evening, which can promote fungus growth (cool temps + moist environment= fungus). Although, if you live in a really hot climate (like USDA zone 9) in the summer you may need to water more than once a day on the very hottest days.

For the bugs, we need to know what kind of bugs you have before we can help. Snaps some pics or post some descriptions so we can help, or if you can, catch some in a jar or a sealed ziplock bag and take them to your local nursery, the staff there should be able to identify them and show you something you can use.

Try this, posted here earlier---

A pretty good deterrent for chewing insects is a mixture of garlic and hot pepper, crushed and steeped in boiling water like a tea, then cooled, strained, and applied with a sprayer. A drop or two of soap added to the mixture seems to make it more effective. Remember that it will wash off, so rain, fog, or even dew can wash it away.

I just started using diluted Dr. Bronner's Peppermint Soap. You can mix it with the garlic and hot pepper too! Don't use Dawn or some kind of detergent, it has to be a natural soap and only spray the leaves, not down in the roots.
