There is currently a debate on what he means and if it is Frank or Ernest in the Spoilo-book thread over yonder.

Basically it's a code used to communicate between volunteers. It starts and ends with the word "ring" and (people please correct me if this is wrong) you use the eleventh words starting from the first word after the ring.
