Outside the Tower is a massive statue of the original Strategist, atop a massive concrete platform, surrounded by water. Erected by the current Strategist, this creates the Tower Square, an outdoor meeting area for large gatherings, briefings, or simply a place to get fresh air. You'll find multiple heroes here, as well as civilian workers and government liaisons going outside to take in fresh air or smoke after a long day's work.
