Fair enough, However Lee was trained by Gai who is known to be one of the top Ninja's in Konoha. Neji who learned everything on his own and had no one to teach him. We even see a fight with lee losing to neji.

Battle-wise, Neji is better. But Lee is WAAAAAAAAAY funnier, like if there was a competition for humor between the two, Lee would win in a landslide
