Is that a good deal? I mean... It looks good, but I am not computer savvy to the point I can rattle off sound card and video card chip stuff, but I know It needs to be better then it is.
IT WON'T EVEN PLAY BF2~ C'mon, that is pretty sad. D:

ugh
you could do that yourself for free, it doesn't require a huge amount of knowledge, I do that kind of thing on any computer i reformat from scratch, and I charge about $25 for everything.
the only thing i don't know about is the "upgrading hardware", i find it difficult to believe they would do that without charging you for the new part, in which case you could buy it yourself. driver upgrades can be done by hand, or else uniblue driver scanner is a fairly user friendly program, though it costs, remove all the programs yourself, by hand, or ideally, reformat, and then only add what you need, no bloatware. If you uninstall, then you'll definitely want to clean your registry, glary registry repair does a good job, and it's free. Get something like Page Defrag anyways, it helps.
Sorry for the messiness, I hope it's understandable. In response to your question, from the standpoint of an IT technician, I cannot say it's a good deal. You can probably get someone you know to clean up your computer for free or cheap, or try your own hand at it. If you have that kind of money to spare, and not the time to do things yourself, then you may consider it, but I would seek the alternatives first.
