It won't be available until later, or you can get A3-21's Plasma Rifle by doing The Replicated Man quest in Rivet City. But, this requires you to take a certain path in the quest to achieve the weapon.

well theres two things u can do:
1) kill an Enclave soldier
2) find one in the Citidel. Its gonig 2 b in the lab on the bottom floor. Head to the room on the left. It's goin to be on the counter

Well, you don't have access to either of those until you proceed to a certain moment in the story anyways.
