Yes, it will eventually air.
Do I know this for a fact? Not yet.
However, Torchwood was BBCA's most popular program and received the most attention, so I know they'll put it back on the air.
If you read some other threads, you'd know that Torchwood isn't doing a regular season this year, much like Doctor Who isn't either.
