District 80 and those around it are completely different from the close districts of 1 and so on. Criminals, thugs and brute force are the main thing you'll find here. Including the odd gambiling place too. The poorest living conditions are said to be here and many are spirits are unstable to what they may do. Be careful.

Raiden had arrived in this district for a number of reasons, 1. Before becoming a shinigami, he had once lived here (he of course moved out of the area to try and find a better place to live), 2. They sold good smokes, and 3. Hardly any of the shinigami came here. he would know of course. This place was riddled with crime simply because, no one cared. The shinigami didn't care about the crappy living conditions in the other districts like this one. They cared about the ones that they actually patrolled.

Not a lot of shinigami are actually found and discovered from these districts, only someone radiating enough reiatsu will get shinigami's to come running here to pick up a potential soldier. It sorta pissed Raiden off. Raiden was currently sitting on top of one of the roof of the best standing building in this district watching over the place. He didn't have to, but he felt obligated to do so at times, since no one else really did. He smoked on his cigarette, letting it hang in his mouth. Not many people knew he liked to smoke, but he did actually. It made him feel good and took away his troubles that he hated to deal with back with the other shinigamis.

As he continued smoking Raiden continued to think to himself. At first he didn't mind being a shinigami, it got him out of the crappy districts, but after so many years, he hated it. He hated the air of arrogance most shinigami held due to their power and status. They were supposed to be humble defenders of this place and the innocent souls, yet at most times, Raiden felt that they didn't actually care. That most shinigamis fought Hollows and other "threats" simply because they could. That they felt they had an obligation to destroy what is not one of themselves.

Hollows are needed to keep the population of plus souls and shinigamis down, shinigamis are needed to keep the population of Hollows down, if one were to destroy the other completely, th perfect triangle would be broken. Regular Hollows are incapable of rationalizing this, only the rare Vastro Lorde's would be able to figure this out, probably why no one really ever sees them. What Raiden thought was stupid, is that shinigamis, who are capable of rationalizing this, are still bent on a crusade to destroy all Hollows. At least, that's the feeling Raiden got.

Another thing Raiden hated was the complete disrespect a lot of shinigami had for regular plus souls, just because they didn't have enough reiatsu to be a shinigami or are just incapable of it. It certainly explained how districts could get this shitty. If nobody cared because nothing came from it that they wanted, then why bother taking care of it? It's sad really. Only the upper districts were well taken care simply because it yielded more shinigami, and it also had the nobles. Raiden snorted at that, even in death people continue to place themselves on pedestals. You think death would have humbled them more.

It was about this point, Raiden's thoughts were interrupted by his lack of cigarettes. He had been so engrossed in thought while smoking, that he had smoked all the cigarettes he bought, which weren't that many. The people here didn't sell them in more numbers with each buy like the living did on Earth. Raiden hopped down from the rooftop and went to go find the seller again. Having found said seller, he purchased three packs of cigarettes and even supplied the man with extra money. While he was trying to leave, he had to beat some sense into some of the local thieves and pickpockets. Raiden then decided to go find someone to annoy and prove that he knew people, not a lot of people, but he knew some.

It was almost midnight, and a faint luminescent light poured over the rigid wasteland. Akkiko had his hands folded behind his head, relaxing his fingers in a comfortable position, whistling. He was orchestrating a rather dismal tune, though it was one of his favorite instrumentals of all time, or at least of all his years. He quietly walked back to the Seireitei Main Gates. He hoped he could meet his new lieutenant by morning. His Zanpakuto was strapped to his back, at a sixty-six and a half degree angle, for easy unsheathing. The hilt was a royal blue with a ornate purple checkered pattern. The blade itself was very dull, and Akkiko was never able to cut through anything cleanly with it, but it was never used for it's usual purpose. Akkiko was a user of the wind element, and because of this, he could manipulate the wind in such a way to slice through things, as well as create minuscule or massive sound waves, depending on his stroke. He slowly walked into the Seireitei, or Soul Society.

Billy reached the outskirts of the Soul Society, she was greeted by a strong wind that she had to almost lean against to keep her balance. Her hair was blowing quite vigorously in the wind, and she squinted her eyes slightly to see through the hair obstructing her sight. "Another lovely day then." She said with reserved judgment on the locals. She began to walk out a little further into the outskirts now seeing some spirits, after working so long in this area she began to know some of them not befriending but wasn't seen as a threat unless provoked. She normally was given trouble but wasn't sure if today would be one of those days. She rested her left hand on the kilt of her blade while she walked, slightly swaying her right arm in rhythm with her steps.

Kaigen smiled at the shopkeep and bowed in thanks, taking his spoils of Strawberry Soda. He figured Nani's businesscould very well take forever, so there was no reason not to just get a drink himself. He'd ask her out again some time when the council wasn't being brought in on stretchers. The whole thing disturbed him, but he didn't let his concern show to Mr. Kinbara, the keeper of said shop. He kept it running for the occasional shinigami and the very infrequent user of spiritual energy, and today's customer was Kaigen, third seat of the 11th division. The higher seats were generally never found wandering about the town, especially the outskirts of it, but today of all days was Kaigen's day off . . . what a kick in the head.
Steping away from Kinbara's shop, he popped open one of his two sodas and took a generous swig. When he lowered his eyes, he saw Billy coming down he street towards him. He couldn't say he knew her name, but he knew the girl's face from the division's files. "Konichiwa," he called out with an assumed smile on his face. He wondered just why his captain was never around, his lieutenant didn't exist anymore, and yet he had no say in anything and he was never called into duty today, but none of these wonderments was betrayed by his expression.

Billy had become tiresome of the inaction of her duty, and decided to head back to the Soul Society. Heading back towards the society she noticed a slight change in the weather, the wind had died down slightly and her hair was no longer blown adrift. She stopped and relished in the sun as it beat down upon her skin, this was the closes she could get to being in the real world and although there was nothing there for her she loved the feeling of being near home. After afew minutes of standing she realized she was day dreaming and shook her head out of it. "Off I go." She said in a deflated manner, as she walked off she came up to one of the troops in her division. "Hey." She said reservedly

Kaigen waved with his free hand as he recalled something he may have seen in her file, 'Distant, and a bit unenthusiastic'. He was sure it was just a review from someone completely distant themselves.
"What a crazy day, huh?" he asked, seeing if Billy even knew what was going on. They seemed to be keeping a relatively tight lid on the whole ordeal, even to the third seats, which was a bit uncharacteristic since few of the thirds and Lt's would be running the squads while things cooled down.

Billy waited till she was closer to the man before she replied, with a slightly uninterested view in what the man was talking about she said. "I don't know today would be such a crazy day I'm afraid to tell you." She put the hand that wasn't resting on her katana out towards the man. "I'm Billy Purkiss." She said again not really showing interest in what his reply may be.

Maybe they were right . . .
"Kaigen," he replied, shaking hands with the girl who seemed exactly as her file descried her, though he'd give her a bit to warm up.
"Our superiors had better step up, ne? I haven't seen taicho-sama in the past few months, have you?" he asked, hoping he wasn't the only one who was kept in the dark.
The 11th division would need a new leader soon if the captain did not resurface, but he didn't feel up to the task at all. Sure, he was the strongest member who was around, but was he really captain level? not yet.

"I suppose its nice to meet you." She replied. He finally caught her attention when he mentioned Taicho, her eyesight went from wandering about the baron landscape full of despair and corruption to focussed on his eyes. "I've been thinking about the same thing. He... he hasn't been around at all for a long time." She let out a sigh remember the history she had with him be it only one of a couple of meetings but he was the only devision member she had met and clicked with so far.

"Not even our fuku-taicho has popped up, that makes things tough for me . . . " Kaigen was obviously irked by the horrible behavior of his two superiors, and as the third seat, the responsibility neglected all fell upon him . . . and this was supposed to be his day off . . . what a drag.

She still didn't know whom Kaigen was, she never really took much interest in looking up people and or finding anything out about other members. "Well, I'm sure its taken its toll on most of the members." Despite being lazy and diligent she spoke some more words that may of come to comfort to Kaigen. "Well, I could always lend a hand, But that comes with information i want.. " She was interested in the reasons behind the absences and also didn't like being stuck on the same job every day due to the lack of people in control.

"I suppose you're right . . . but I'm next in line . . . it just sucks is all . . . " Kaigen replied, scratching the back of his head. She would understand now that Kaigen was the third seated member of the combat division.
"We should try and figure out what's going on then, by going straight to the source. I'm sure Yata-sama or whomever he left in charge would know."
