It's a thorny rules question but looking at the comp rules you can confirm that it works.
The first question is whether Planeswalker abilities qualify as "activated abilities" for the purposes of QE and EK:

212.9f Each planeswalker has a number of activated abilities.
So that's cleared up. You can also confirm this by noting the format of planeswalker abilities.
MTG Comprehensive Rules
403.1. An activated ability is written as “[Cost]: [Effect.] [Play restriction (if any).]”
Planeswalker abilities use this notation.
Next, the question of timing and per turn use restrictions.
As indicated above, when an ability has a restriction it is part of its rules text like so:

3B: Target player discards a card. Play this ability only any time you could play a sorcery.
Planeswalker abilities do not have this text so where does the restriction come from?

A player may play an activated ability
of a planeswalker only during a main phase of his or her turn, when he or she has priority and
the stack is empty, and only if none of its activated abilities have been played that turn.
So these restrictions all apply to the abilities of a planeswalker and only the abilities of a planeswalker.
So when a suite of loyalty abilities finds itself on a non planeswalker permanent it continues to function because they are activated abilities just like those of creatures. However, the restrictions state that they apply to abilities "of a planeswalker" so they do not apply to loyalty abilities of a non planeswalker.
