The econemy's issue lies in making more jobs and encouraging people to get off their lazy asses and work.
Tax cuts on small business owner's, make it easier to start a small business
and take off bits of people's morages and bills if they have a steady working job.
Set price ranges for how much you can charge for an item for stores, so that way no one is going with supply and demand, that's how we got into this mess.
Buy out some of the big bussiness enough so that they can survive, but force them to make cuts on things they don't need to do, humble them down some.
Invest in Green things, will save money in future.
Set people in jail to work; Have more stable people work on construction, planting things, etc. Hard work, please, tax payers are having to spend so much to feed, clothe, and shelter criminals and we get nothing but having them out of our hair back. Put them to use for god's sake instead of letting a perfectly good human being rot in a cell. >_> Hell it probably help cons who are getting out who've been in a while so they know more then just the jail. They won't go cage crazy.

Least from the small amount of things I do know on the subject from sitting in the art room during lunch and hearing these people talk about it on the news. =P

To the cartoon again, and back on topic, I think it's just someone saying that Obama's idea for fixing the econemy is so bad it's like a monkey came up with it, and they'd be better off getting rid of him and finding someone else to do it.
