well i got 99 str on f2p, one of the fastest ways on getting 99 str on f2p is by going to the security stronghold and going to the third floor. On this floor you will encounter lvl 50 giant spidders, they give 200 xp each. Bring Tunas for food, also try finding a empty world since many worlds are full by people training there. It takes a couple of hours to get 100k (500 spidders) for a day. You could get more xp if you keep training, I personally made 250k when i was 350k away from 99 str. Hope this advice helps you get 99 str
